How these numbers are made
- Property tax: Clay County 2026 levy compilation, rates per $100 of assessed value, applied to 19% of the Census median market value (rate shown = levy x 0.19). Fire, library, ambulance, Historic Downtown and 210 Highway districts are not included: the compilation does not tie them to Excelsior Springs and the city runs its own library and fire department. A small part of the city lies in Ray County and is not modelled.
- Water: rates effective Nov. 1, 2026 under Ordinance 26-10-03 (4.81% increase; inside-city base $18.59 and $8.58 per 1,000 gallons, up from $17.74/$8.19 in the January 2026 schedule). The rate above 30,000 gallons was not reported; it is the January $7.94 raised by the same 4.81% (about $8.32). Sewer: January 2026 rates; a sewer increase is proposed but not yet adopted.
- Trash: $23.50 a month for one trash and one recycling cart, on the city utility bill, counted once; additional carts rise from $7.00 to $7.70 on Nov. 1, 2026 (Ord. 26-10-02).
- Electric: Ameren Missouri Residential Anytime Service (summer 4 months, winter 8 months weighted); fuel adjustment and other riders are not included. Platte-Clay Electric Cooperative serves part of the area. Gas: Spire $22 customer charge, delivery averaged winter/summer plus the $0.67976 PGA, ccf to therms. Franchise or gross receipts taxes on utilities are not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
