How these numbers are made
- Water and sewer: City of Saint Charles resident rates effective January 1, 2026, billed bi-monthly; the fixed charge and tier breakpoints are halved to monthly, per 1,000 gallons (kgal).
- Property tax: St. Charles County 2025 combination tax chart, code R6 00 (city of St Charles, St Charles R-VI school district), per $100 of assessed value, on 19% of the Census median home value.
- Electricity: Ameren Missouri 1(M) energy charge blended over 4 summer months (15.60¢ flat) and 8 winter months (10.62¢ first 750 kWh, 7.14¢ above) at about 1,011 kWh a month; the Rider FAC fuel adjustment for secondary service ($0.00445/kWh, Ameren tariff sheet 72.14, effective Oct 1, 2026 to Jan 31, 2027) is added to every tier; other small riders are not included.
- Gas: Spire East delivery charge averaged over winter and summer plus the purchased gas adjustment of $0.61674 per Ccf, converted to therms; the 6.7% city utility tax applies to electric and gas.
- The county chart also lists a sewer/water fee row for St. Charles without a billing period; it is not added. Trash is the 48/65/95-gallon quarterly city contract prices.
