How these numbers are made
  • Property tax: Jackson County 2026 levy schedule, tax code 114 (City of Blue Springs in the Blue Springs R-4 School District, Central Jackson County fire district), rates per $100 of assessed value, applied to 19% of the Census median market value (the rates shown are the levy rates times 0.19). Other tax codes exist, for example 113 for the Grain Valley school district.
  • Water: fiscal year 2027 (from October 1, 2026) minimum charge $12.47 a month; volume charges of $0.67, $0.78 and $0.83 per 100 gallons for 0-7,500, 7,500-15,000 and over 15,000 gallons a month, stored per 1,000 gallons. The minimum charge does not include any gallons in the city's schedule. No sourced typical household use was found; the page default is 5 ccf (3,740 gallons) a month.
  • Sewer: fiscal year 2027 minimum charge $11.15 plus $0.74 per 100 gallons ($7.40 per 1,000 gallons) of water used.
  • Electric: Evergy Missouri West Standard Tier rate effective July 1, 2026; $12.90 customer charge, with the four summer months and eight winter months weighted into one rate per block, plus the Rider FAC 'Current Annual FARSec' of $0.00876 per kWh effective September 1, 2026. Other riders and sales tax or franchise fees on the bill are not in the tariff page and are not included. The city's 5% utility license tax (Municipal Code 645.020) is not added to electric, gas or the city water and sewer bill because no bill line showing it was found.
  • Gas: Spire West $22 customer charge; delivery charge averaged winter/summer plus the $0.67976 PGA, converted from ccf to therms. Trash is billed by private haulers and not included.
  • Electric rates include Rider FAC $0.00876/kWh (eff. 2026-09-01). Municipal 5% utility license tax (Code 645.020) not added; no bill line confirms pass-through.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
