How these numbers are made
  • Property tax: Clay County 2026 levy compilation, rates per $100 of assessed value, applied to 19% of the Census median market value (rates shown are levy x 0.19). Liberty's own tax page lists the same entities for Liberty residents. Special taxing districts that cover only parts of the county (for example fire districts, the Historic Downtown Improvement district and the 210 Highway Transportation district) are not included.
  • Water: April 2026 rates, $9.36 monthly customer charge; the first 1,000 gallons are stored as $3.93 per 1,000 gallons, then $8.43, $6.94, $6.26 and $4.90 per 1,000 gallons by tier. No typical household use was published, so the page default is used.
  • Sewer: $17.63 per 1,000 gallons of water used, April 2026. The city's page shows no separate sewer base charge.
  • Trash: flat $27.43 a month on the utility bill, included in the totals once.
  • Electric: Evergy Missouri West Standard Tier, $12.90 customer charge, summer (4 months) and winter (8 months) weighted per block, plus the $0.00876 per kWh Rider FAC. Other riders and sales tax are not included. Liberty's franchise fees (6% electric, 5% gas, a tax on utilities' gross receipts) are applied as one 6% line (the electric rate); gas is actually 5%, so this overstates gas by about $7 a year; Evergy's Missouri West tariff says its rates exclude any franchise or occupations tax, so it is billed on top. Gas: Spire $22 customer charge; delivery charge averaged winter/summer plus the $0.67976 PGA, converted from ccf to therms.
  • Water: the city's rate page gives no unit for the first-tier $3.93; modelled as the charge for the first 1,000 gallons.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Liberty's property tax rate is 1.37%, lower than 41 of the other 42 Missouri cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Liberty is 1.37%, lower than 41 of the other 42 Missouri cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $1,424 a year, higher than 40 of the other 42 Missouri cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $1,424 a year, higher than 40 of the other 42 Missouri cities we cover. What drives that cost, and would you change anything?"
