How these numbers are made
  • Property tax: City of Richmond Heights and library 2026 estimated levies from the city's 2026 hearing notice (the 2026 ordinances set the rates at the ceiling): city $0.7050 per $100 (general $0.4940 plus pension $0.2110) and library $0.1580; Proposition S added 31 cents in April 2026. All other levies are 2025 State Auditor rates per $100: State 0.03, St. Louis County, community college, Special School District, zoo-museum, MSD and Maplewood-Richmond Heights School District 3.9788. Applied to 19% of the Census median home value ($358,700).
  • Also on the property tax bill: the $50 yearly sewer lateral fee. Richmond Heights has its own library district and fire service, so the county library and Mid-County fire district levies are not included.
  • Water: Missouri American Water Rate A for St. Louis County ($11.00 per month, $10.3749 per 1,000 gallons) plus the $0.75071 per 1,000 gallons surcharge effective Aug. 15, 2026, plus the $1.00 per month St. Louis County service line charge. Sewer: MSD base charge $34.85 per month plus $7.15 per CCF of winter-quarter water use.
  • Trash: no fee; the city says pickups are free to single-family homes. Electricity: Ameren Missouri Schedule 1(M) with a 4/12 summer and 8/12 winter weighted energy rate; the temporary fuel adjustment is not included. Gas: Spire Missouri rates for St. Louis County.
  • Richmond Heights collects a utility tax (7.35% of the city's revenue in fiscal 2023), but no per-bill rate was found in published sources, so no utility tax is added to the energy bills.
  • Gas: delivery charge is the simple average of the Nov-Apr ($0.50550) and May-Oct ($0.48671) per-Ccf rates plus the $0.61674 purchased-gas line from the Spire sheet; no tax is divided out. Spire and Ameren bill any city license or gross-receipts tax as a separate line (Spire sheet 14 language); no Richmond Heights per-bill rate for gas could be confirmed from a loadable official source, so none is added to the energy totals.
  • Sewer: MSD rates are as shown on the MSD residential-metered rates page on 2026-10-31; the page gives no effective date. MSD property-tax levies use the 2025 State Auditor figures (1.51¢, 7.45¢, 7.80¢); 2026 levies were not published when checked.
  • Insurance: $1,872 is the 2023 Missouri statewide average premium from the Department of Commerce & Insurance, not a St. Louis County or ZIP figure.
  • Gas rate modelled as the average of winter and summer delivery rates plus the purchased-gas line.
  • Nothing here is legal, tax or insurance advice.
