How these numbers are made
- Property tax: Clay County 2026 levy compilation, rates per $100 of assessed value x 19% of the Census median market value; includes city, Smithville School District #27, county funds, Metropolitan Community College, library, Smithville Fire District #1 and Northland Regional Ambulance (Smithville district; also listed in the city-posted 2021 levy table). Part of Smithville lies in Platte County and is not modelled. Special districts and the Historic Downtown/210 Highway districts are not included.
- Water and sewer: FY2027 Comprehensive Schedule of Fees, Resolution 1614 (Board of Aldermen, Sept 1, 2026), effective Nov 1, 2026, 3/4-inch meter: $18.26 water charge plus $12.92 per 1,000 gallons; $31.68 wastewater charge plus $13.22 per 1,000 gallons.
- Trash: flat $21.79 a month on the utility bill (Resolution 1614, effective Nov 1, 2026), counted once. The $20 a month sump pump stormwater charge applies only to accounts without a certification and is not included.
- Electric: Evergy Missouri West residential standard tier rates (summer 4 months and winter 8 months weighted, plus the $0.00876 per kWh fuel adjustment), raised 5% for the city's gross receipts tax on utilities (Bill 2980-23); whether Evergy shows it as a separate bill line was not confirmed, so this models it as passed through. The Evergy Missouri West tariff does not list Smithville by name; Evergy Missouri Metro's filed territory in Clay County ends at Twp. 52N, and Evergy Missouri West is assumed for Smithville (Twp. 53N) and the city names Evergy. Other riders are not included. Gas: Spire serves downtown and a few subdivisions only, so it is not modelled.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
