How these numbers are made
  • Property tax: 2025 State Auditor residential levies per $100: City of Shrewsbury 0.801 (general revenue), St. Louis County Library District 0.171, Affton 101 School District 3.649, plus the St. Louis County, State, community college, Special School District, zoo-museum and MSD levies shared across the county. Applied to 19% of the Census median home value ($269,800). The Census place-boundary and school-district layers put about 60% of the city's area in Affton and about 40% in Webster Groves (levy 3.0848), so Webster Groves homes pay about 0.56 per $100 less in school levy.
  • Shrewsbury has its own fire department, so no fire district levy is included; the State Auditor lists only a general revenue levy for the city. No flat charges were found on the Shrewsbury tax bill.
  • Water: Missouri American Water Rate A for St. Louis County ($11.00 per month, $10.3749 per 1,000 gallons) plus the $0.75071 per 1,000 gallons surcharge effective Aug. 15, 2026, plus the $1.00 per month St. Louis County service line charge. Sewer: MSD base charge $34.85 per month plus $7.15 per CCF of winter-quarter water use.
  • Trash: Meridian Waste $17.09 per month for the 95-gallon cart, billed quarterly. Electricity: Ameren Missouri Schedule 1(M) with a 4/12 summer and 8/12 winter weighted energy rate; the temporary fuel adjustment is not included. Gas: Spire Missouri St. Louis County rates, delivery averaged over winter and summer plus the purchased-gas line.
  • No Shrewsbury per-bill utility tax rate was found, so none is added. Insurance: $1,872 is the 2023 Missouri statewide average premium from the Department of Commerce & Insurance.
