How these numbers are made
- Water: city rates effective April 1, 2026: $19.18 fixed (5/8 or 3/4 inch meter, includes the first 1,000 gallons) plus tiers per 1,000 gallons ($5.81 next 14,000; $4.67 next 185,000; $3.49 above 200,000).
- Sewer: $13.81 fixed plus $10.57 per 1,000 gallons over 1,000. Garbage: $26.08 per month residential service.
- Gas: the $13.17 minimum covers the first 1,000 cubic feet, so it is modelled as $3.87 fixed ($13.17 - $9.30) plus $9.30 per 1,000 cubic feet (= $0.8968 per therm) for the common 1-10 mcf range. State sales tax on gas billings is not added.
- Electric: Citizens Electric Rate 1 ($29.00 + $0.1212/kWh). The page says a purchased power cost adjustment (PPCA) is applied when applicable; no current PPCA figure was found, so it is not included. Usage is EIA's Missouri residential average.
- Property tax: 2025 city and county levies per $100 assessed value (county sheet) plus the 2026-27 school rate; the 2026 county sheet was not yet published. The county surtax is for commercial property and is not applied. The starting value is the Census median market value times Missouri's 19 percent ratio, not the assessor's median. Mineral Area College levy is included as shown on the county sheet. Insurance is the 2023 Perry County average.
- Gas above 10,000 cubic feet uses higher-tier rates not modelled here; 2026 due date is December 31, 2026.
