How these numbers are made
  • Property tax: the 2026-27 Multnomah County consolidated rate for levy code area 242 (City of Troutdale, Reynolds School District), $18.2882 per $1,000 of taxable assessed value. Code area 242 holds 4,231 of the 4,358 Troutdale single-family tax lots in Metro's RLIS taxlot data; the other 127 are in code area 248 (Gresham-Barlow School District, $19.4059). Oregon has no homestead exemption.
  • The starting assessed value ($254,090) is the median of the assessed values of the 4,231 single-family tax lots in code area 242 in Metro's RLIS taxlot data. Your statement's assessed value is the number to use. Measure 5 compression is not modeled.
  • Water: the City's rate of $5.89 per thousand gallons, shown as $4.406 per ccf (x 0.748), with no separate base charge listed in the City's rate schedule; the page starts at 9.36 ccf (7,000 gallons) a month, the City's average residential use. Sewer: $57.75 per ERU. Stormwater $9.83 and the $25 Police and Fire Services Fee are monthly City utility bill charges. Rates are unchanged from July 2025 except the new fee.
  • Garbage: WM's residential rates effective October 1, 2025. Electricity: PGE Schedule 7 effective July 8, 2026 (year-round), the effective per-kWh rate with the 1.5% public purpose charge folded in (not on the $1.24 low-income charge), at 784 kWh a month. Gas: NW Natural Schedule 2 effective October 31, 2025; new rates take effect October 31, 2026 and are not included. Insurance: the 2023 Oregon statewide average.
  • Not included: any Troutdale privilege tax or franchise fee passed through on PGE or NW Natural bills; we found no current official statement of the percentages.
