How these numbers are made
- Property tax: 2025-26 Polk County billing rates for code area 1301 (City of Monmouth, Central SD 13J), $17.1230 per $1,000 of assessed value; Oregon has no homestead exemption. The 2026-27 tables were not yet posted.
- The starting assessed value ($211,213) is our estimate: Monmouth's Census median home value ($413,200) times code area 1301's real property assessed value divided by its Measure 5 value on the 2025-26 roll ($483,400,002 / $945,711,582, about 0.51), because the county publishes no median assessed value for Monmouth homes.
- Water: City of Monmouth basic fee $25.02 plus $0.036 per cubic foot (= $3.60 per ccf), effective 6/15/2025. Sewer: the $38.57 minimum (the city bills winter water use at $0.0487 per cubic foot or the minimum). Stormwater $14.85. The City's rates page is the 2025 version; we could not confirm whether water, sewer or stormwater rates changed in June 2026.
- Electricity: Monmouth Power & Light (City-owned) Schedule 1 effective June 15, 2026. 900 kWh a month is Pacific Power's Oregon residential average, used as a stand-in. The $10.25 public safety fee appears on electric bills per the Polk County Itemizer-Observer and was to rise 3% a year; the City's own page does not state the amount, so the later escalation is not counted.
- Not included: natural gas (we could not confirm which gas utility serves Monmouth homes), franchise fees, and system development charges. Insurance: the 2023 Oregon statewide average homeowners premium.

| Water | $689 | $626 | higher than 25 of the other 39 Oregon cities we cover |
| Sewer and utility-bill fees | $764 | $1,088 | lower than 36 of the other 39 Oregon cities we cover |
| Trash | $469 | $418 | higher than 25 of the other 37 Oregon cities we cover |
| Electricity and gas | $1,244 | $2,903 | lower than 39 of the other 39 Oregon cities we cover |
| Home insurance | $886 | $886 | in the middle of 39 other Oregon cities we cover |
| Total | $7,668 | $10,514 | lower than 38 of the other 39 Oregon cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
