How these numbers are made
- Property tax: the 2026-27 Linn County billing rates for code area 05501, which holds $684 million of the City of Sweet Home's $685 million of assessed value, $24.7795 per $1,000 of assessed value (the city's two local option levies add $9.02 of that). Oregon has no homestead exemption, and no flat charges are added (none apply to typical Sweet Home parcels).
- The starting assessed value ($128,884) is our estimate: Sweet Home's Census median home value ($273,300) times the real property assessed value divided by its Measure 5 (market) value in code area 05501 on the 2026-27 roll ($620,588,888 / $1,315,970,697, about 0.47), because the county publishes no median assessed value for Sweet Home homes. Your own assessed value is on your tax statement.
- Measure 5 compression is not modeled. The county's Table 6c shows $833,633 of compression loss in code area 05501 (about 5% of its levy, almost all from the city's local option levies): general government taxes are capped at $10 per $1,000 of real market value, so a home whose assessed value is above roughly 60% of its market value pays less than shown. At the starting value above (about 47%) no compression applies.
- Water, sewer and stormwater: City of Sweet Home Resolutions 26, 27 and 28 for 2023, effective October 16, 2023 and still the rates on the City's utility billing page (3/4 inch meter $20.59 including 300 cubic feet, then $9.53 per 100 cubic feet; sewer $42.10 including 300 cubic feet, then $10.07 per 100 cubic feet; stormwater $0.80 base plus $3.20 for one equivalent dwelling unit, $4.00 a month for a single-family home). The page starts at 600 cubic feet, the City's average residential use. Sewer is priced on this month's use, while the City bills May to October sewer on your winter average.
- Garbage: Sweet Home Sanitation holds the City's franchise and bills customers directly (not on the City utility bill); its cart prices are not published by the City or the hauler, so trash is not counted in the total.
- Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026 (year-round, no seasonal rates), with the 1.5% public purpose charge, system benefits and Energy Trust charges and the BPA credit (applied below 2,000 kWh, as the price summary lists it) folded into the per-kWh price, then times 1.015 for the 1.5% City franchise line (Sweet Home's 5% Pacific Power franchise from 2025, Ordinance 1334, less the 3.5% Oregon puts in rates under OAR 860-022-0040). Use starts at 900 kWh, Pacific Power's average Oregon residential customer.
- Gas: NW Natural Schedule 2 effective October 31, 2025 ($10.00 a month plus $1.41220 per therm), starting at 54 therms, NW Natural's average residential use; NW Natural's October 31, 2026 filing adds about $6.30 a month at 54 therms and is not included. Not included either: Sweet Home's NW Natural franchise (Ordinance 1262 of 2017, posted only as a scanned image) sets the fee at 5% of gross revenue from gas consumed in the city, and under OAR 860-022-0040 the 2% above the 3% built into rates is billed to customers in the city as a separate line, about $1.73 a month at 54 therms. Insurance: the 2023 Oregon statewide average.
- Gas: Sweet Home's NW Natural franchise (Ordinance 1262 of 2017, section 12(1)) is 5% of gross revenue; the 2% above the 3% in rates is billed as a separate line (about $1.73 a month at 54 therms). The ordinance is a scanned image our checker can't read, so that line is not added here.
