How these numbers are made
  • Property tax: the 2025-26 consolidated billing rate for Washington County code area 015.19 is $18.8515 per $1,000 of assessed value (county Table 6a). Code area 015.19 holds about $2.08 billion of the roughly $2.4 billion taxable value in Forest Grove's eight code areas (county Table 1a); 015.18 and 015.33 pay the same rate, and 015.13, .24 and .25 pay $18.2760. The county's 2026-27 tables are not published yet, so 2025-26 is used. Oregon has no homestead exemption. The county's special-assessment table lists no flat charges for these code areas.
  • Starting value: the median assessed value of single-family tax lots in Forest Grove ($258,440), not the market value.
  • Water: City rates under Resolution 2026-28, $28.05 monthly plus tiered kgal rates. Sewer: the City's $42.98 base plus $3.359 per kgal, on the same bill; the default use is the City's estimated system-wide average winter water use, 5,984 gallons (8.0 CCF).
  • Not included: the City bills Surface Water Management at $12.94 per month per ESU from July 1, 2026 (City service rates page), about $155 a year if a house is billed for one ESU. The City's 2023 resolution says sewer and SWM are billed per dwelling unit, but no source found says how many ESUs a single-family house pays, so it is left out of the totals; ask the City how many ESUs your home is billed for.
  • Garbage: the July 1, 2025 rate sheet is the newest the City has posted; July 2026 rates were not found, so the figures may be slightly out of date. Waste Management's monthly rate covers weekly cart service with recycling.
  • Electricity: Forest Grove Light & Power's residential rates (City-owned utility; PGE does not serve it); no franchise fee or utility tax was found on the schedule. Gas: NW Natural Schedule 2 rates copied from the same-region NW Natural tariff. The City does not publish a typical household use, so the 2022 U.S. residential average of about 899 kWh a month (EIA) is used. Gas: the NW Natural increase effective October 31, 2026 is about $5.08 a month at 53 therms, which scales to roughly $3 a month at the 31-therm default.
