How these numbers are made
  • Property tax: the 2025-26 Clackamas County billing rates for code area 086-002 (City of Canby, Canby School District, Canby Fire District 62), $17.7166 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted; the county expects the typical City of Canby bill to rise 1.83% for 2026-27. Smaller Canby code areas (086-042 and others) carry the same consolidated rate. Oregon has no homestead exemption, and no flat charges are added (none apply to typical Canby parcels).
  • The starting assessed value ($294,686) is our estimate: Canby's Census median home value ($528,500) times the real property taxable assessed value divided by the real property Measure 5 (market) value for code area 086-002 on the 2025-26 roll (about 0.56), because the county publishes no median assessed value for Canby homes. The ratio is in line with the county's 2026 press release, which puts the countywide average taxable value at about 55% of the average real market value. Your statement's assessed value is the number to use. Measure 5 compression is not modeled: at these rates it would only apply if a home's assessed value were above about 91% of its real market value.
  • Water: Canby Utility's single-family rates from May 1, 2026 (5/8" to 3/4" meter $31.89 a month; $2.72, $3.41 and $4.75 per CCF). The page starts at 10 CCF (1,000 cubic feet, 7,480 gallons), the usage Canby Utility uses for its average residential bill example ($61.15 at May 2026 rates).
  • City of Canby utility bill from July 1, 2026: combined sewer and stormwater $48.50, street maintenance $5 and park maintenance $6.65 a month, all flat for a single-family home. The City's fee schedule also lists franchise and in-lieu-of-franchise fees paid by utilities to the City (5% for natural gas, solid waste and Canby Utility electric and water). Only the natural gas fee shows on bills as its own line (the 2% above the 3% Oregon puts in rates); it is included in the gas figures.
  • Garbage: Canby Disposal's weekly curbside 32-gallon cart rate from July 1, 2026 ($35.46 a month), as adopted in City Resolution 1453; the schedule also lists 20, 65 and 95-gallon carts.
  • Electricity: Canby Utility residential rates effective February 1, 2026 (year-round, no seasons or riders), with use starting at 1,250 kWh a month, the typical household in Canby Utility's 2025 rate hearing. Gas: NW Natural Schedule 2 effective October 31, 2025, times 1.02 for the 2% City of Canby franchise fee that NW Natural bills as a separate line (Canby's fee is 5% of gross revenue; OAR 860-022-0040 puts the first 3% in rates and requires the excess be separately stated on bills in the city); new rates take effect October 31, 2026. Insurance: the 2023 Oregon statewide average.
  • Gas: we add the 2% city franchise line (Canby's 5% fee less the 3% included in rates) to both the customer charge and the per-therm charge (x 1.02), since it is a percentage of the bill; NW Natural's October 31, 2026 filing adds about $6.30 a month at 54 therms and is not included.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $722 a year, lower than 16 of the other 16 Oregon cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $722 a year, lower than 16 of the other 16 Oregon cities we cover. What drives that cost, and would you change anything?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,404 a year, lower than 16 of the other 16 Oregon cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,404 a year for a typical house, lower than 16 of the other 16 Oregon cities we cover. Which parts of that can the city influence, and what would you do about them?"
