How these numbers are made
  • Property tax: the 2026-27 Linn County billing rates for code area 00905, the City of Lebanon code area with the most assessed value ($958 million of the city's $1.73 billion), $21.0297 per $1,000 of assessed value including the urban renewal rates; the other big Lebanon code areas (00947, 00925, 00954) carry the same total. Oregon has no homestead exemption.
  • The starting assessed value ($159,182) is our estimate: Lebanon's Census median home value ($336,800) times the real property assessed value divided by its Measure 5 value in code area 00905 on the 2026-27 roll ($883,893,555 / $1,870,156,018, about 0.47), because the county publishes no median assessed value for Lebanon homes. The ratio is in line with the City's own example of a new single-family home (real market value $355,000, changed property ratio 48%, assessed value $170,000). Your own assessed value is on your tax statement.
  • Measure 5 compression is not modeled: the county's Table 6c shows $222,540 of compression loss in code area 00905 (about 1% of its levy), so a home whose assessed value is close to its market value may pay a little less than shown. A Lebanon jail levy ($1.06 per $1,000) on the November 2026 ballot would start in 2027-28 and is not included.
  • Water, sewer and fees: City of Lebanon Resolution 2026-03, adopted March 11, 2026 and effective July 1, 2026 (water unchanged from 2024: 3/4 inch meter $24.08 plus $5.59 per 100 cubic feet at Pressure Level 1; sewer $29.95 plus $8.55 per 100 cubic feet), plus the $5.30 single-family stormwater charge and the $18.00 City Services Fee (Resolution 2024-27; the 2026 increase failed). The page starts at 5 units, the City's typical household use. Pressure Level 1 is used because the City's own typical five-unit bill ($125.89 after the 2024 increase, Lebanon Local, April 2024) matches it; homes at Pressure Levels 2 to 4 pay $6.45 to $8.51 per unit. Sewer is priced on this month's use, while the City bills residential sewer on your winter average. The City's typical $125.89 bill reconciles with the 2024 rates: water $24.08 plus 5 x $5.59, sewer $28.25 plus 5 x $8.06, and the $5.30 stormwater charge (within a cent).
  • Garbage: Republic Services holds the City's franchise and bills customers directly; its rate table lists monthly and two-month prices. Cart rates are the 2025 rates adopted in Resolution 2024-29 plus Republic's per-cart increase for the 2.4% adjustment from January 1, 2026 (20 gallon $27.37, 32 gallon $30.15, 64 gallon $33.06, 90 gallon $44.19 a month). The $2.00 monthly recycling processing surcharge in the rate table may apply and is not included.
  • Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026 (year-round, no seasonal rates), with the 1.5% public purpose charge, system benefits and Energy Trust charges and the BPA credit (applied below 2,000 kWh, as the price summary lists it) folded into the per-kWh price; homes served by Consumers Power pay that cooperative's rates instead. Gas: NW Natural Schedule 2 effective October 31, 2025, times 1.0294 for the 2.94% City franchise line (the City's FY2023-24 Adopted Budget gives NW Natural's renewed franchise a 5.94% receipt rate; OAR 860-022-0040 puts the first 3% in rates and requires the excess be separately stated on bills in the city); NW Natural says new residential rates take effect October 31, 2026 and are not included. We did not find Pacific Power's Lebanon franchise percentage; any City surcharge above the 3.5% included in electric rates (a separate bill line) is not included. Insurance: the 2023 Oregon statewide average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Lebanon's property tax rate is 2.10%, higher than 13 of the other 16 Oregon cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Lebanon is 2.10%, higher than 13 of the other 16 Oregon cities we cover. What should that money pay for first, and would you change anything about how it is set?"
