How these numbers are made
  • Property tax: the 2025-26 Clackamas County billing rates for code area 012-002 (City of Milwaukie, North Clackamas School District, Clackamas Fire District 1, North Clackamas Parks & Recreation District, Metro), $22.0045 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted; the county expects the typical North Clackamas School District bill in the City of Milwaukie to rise 2.87% for 2026-27. Code area 012-002 holds 5,967 of the 6,505 single-family tax lots inside Milwaukie in Metro's RLIS taxlot data; the rest sit in other code areas with slightly different rates. Oregon has no homestead exemption, and no flat charges are added.
  • The starting assessed value ($235,713) is the median assessed value of the single-family tax lots in code area 012-002 in Metro's RLIS taxlot data (last updated July 17, 2026, so it reflects the 2025 roll). The median real market value of the same lots in that data is about $490,000. Your statement's assessed value is the number to use. Measure 5 compression is not modeled: at these rates the school limit would only bind if a home's assessed value were above about 70% of its real market value.
  • City of Milwaukie utility bill from July 1, 2026 (single-family, monthly): water $10.29 fixed charge plus $3.65 per CCF up to 3 CCF, $5.48 per CCF from 4 to 10 CCF and $7.31 per CCF above 10; wastewater $34.36 treatment plus $4.35 billing and administration plus $3.99 per CCF; stormwater $29.47, SAFE $7.75, street maintenance (SSMP) $6.72 and public safety $7.00. The page starts at 6 CCF, the City's stated average residential use; at 6 CCF this adds up to $151.27 a month, the City's own projected average bill. The $5 low-use discount at 3 CCF or less is not modeled. Wastewater volume is billed on your November-February winter average; we apply it to the water use you enter.
  • Garbage: the City's uniform monthly residential rates from July 1, 2026 (Resolution R33-2026), which include weekly recycling and yard debris; the 32/35-gallon can/cart is the starting size. The same rates apply whichever of the three haulers serves your street.
  • Electricity: PGE Schedule 7 effective July 8, 2026 (year-round, no seasons), the effective per-kWh rate (which excludes the 1.5% public purpose charge, added by us) and a fixed charge of $17.00 = $13.00 basic + $1.24 low-income assistance + $2.76 per bill, both then scaled by about 1.06 (1.5% public purpose charge and the 4.5% utility-fee factor, see below), with use starting at 784 kWh a month, PGE's typical Schedule 7 customer. Gas: NW Natural Schedule 2 effective October 31, 2025, with use starting at 54 therms; NW Natural's filings for October 31, 2026 are stated by NW Natural to add about $6.30 a month at 54 therms and are not included. Insurance: the 2023 Oregon statewide average.
  • Gas and electricity: Milwaukie's right-of-way utility license fee is 8% of gross revenue for electric and natural gas utilities (raised from 5% on July 1, 2024). Under OAR 860-022-0040 the first 3.5% (electric) or 3% (gas) is in rates and the excess is separately stated on bills in the city, so we multiply the electric figures by 1.045 (the 8% fee less the 3.5% already in rates) and the gas figures by 1.05. The City's PFAS treatment plans may raise water rates further (the City plans about 8% yearly increases in water revenue over two fiscal years); only adopted rates are used.
