How these numbers are made
  • Property tax: the 2025-26 Clackamas County billing rates for code area 062-002 (City of Oregon City, Oregon City School District, Clackamas Fire District 1, Metro), $20.0347 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted; the county expects the typical Oregon City School District bill in Oregon City and nearby rural areas to rise 2.86% for 2026-27. Code area 062-002 holds 10,329 of the 10,849 single-family tax lots inside Oregon City in Metro's RLIS taxlot data; a few hundred homes sit in other code areas with slightly different rates. Oregon has no homestead exemption, and no flat charges are added.
  • The starting assessed value ($282,517) is the median assessed value of the single-family tax lots in code area 062-002 in Metro's RLIS taxlot data (last updated July 17, 2026, so it reflects the 2025 roll). The median real market value of the same lots in that data is about $541,000. Your statement's assessed value is the number to use. Measure 5 compression is not modeled: at these rates it would only apply if a home's assessed value were above about 86% of its real market value.
  • City of Oregon City utility bill from July 1, 2026 (single-family, monthly): water distribution $20.35 base plus $2.2517 per CCF and South Fork Water Board water treatment $1.7730 per CCF (priced together at $4.0247 per CCF), wastewater collection $39.63 plus WES wastewater treatment $34.25 (shown together as sewer), stormwater $15.95, pavement maintenance $16.97 and the temporary public safety facility fee $6.50. The page starts at 9 CCF because the City publishes no typical household use. A few annexed areas were historically inside Clackamas River Water's territory; the City says those are City water customers.
  • Garbage: Oregon City Garbage Company's weekly cart rates from July 1, 2026 (Resolution 26-16), which include weekly recycling and yard debris; the 35-gallon cart is the starting size.
  • Electricity: PGE Schedule 7 effective July 8, 2026 (year-round, no seasons), the effective per-kWh rate plus the 1.5% public purpose charge folded in (not on Schedule 109 or the $1.24 low-income charge), with use starting at 784 kWh a month, PGE's typical Schedule 7 customer. Gas: NW Natural Schedule 2 effective October 31, 2025, with use starting at 54 therms; NW Natural's filings for October 31, 2026 add about $6.30 a month at 54 therms and are not included. Insurance: the 2023 Oregon statewide average.
  • Gas and electricity: Oregon City's right-of-way usage fee is 5% of gross revenue for both (Resolution 14-30 raised it from 3.5% electric and 3% gas). Under OAR 860-022-0040 the first 3.5% (electric) or 3% (gas) is in rates and the excess is separately stated on bills in the city, so we multiply the electric figures by 1.015 and the gas figures by 1.02. The City's own water, sewer and stormwater utilities pay a 6% fee that is already inside their rates.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
