How these numbers are made
- Property tax: the 2026-27 Marion County billing rates for code area 04020 (City of Silverton, Silverton Fire District, Silver Falls School District), $16.2096 per $1,000 of assessed value as the county's roll lists them (county 2.9183 + 0.0483 + 0.0483, city 3.5382 + 0.2325, fire 1.0029 + 0.1889, libraries 0.5545 + 0.0790, urban renewal 0.4930, schools 4.3851 + 1.5775 + 0.2863 + 0.6038 + 0.2530). It holds about $1.02 billion of the city's assessed value and 3,017 property class 101 tax lots; a smaller code area, 04920 (the same districts, $159 million of value), has 60. Oregon has no homestead exemption. No flat per-parcel charge on the tax bill was found.
- The starting assessed value ($253,670) is the median of the property class 101 tax lots in code area 04020 in Marion County's open parcel data (October 2026). The dataset may still carry the 2025 roll value, so your own statement's assessed value is the number to use. Measure 5 compression is not modeled.
- Water, sewer and fees (City of Silverton Resolution 26-19, effective July 1, 2026, monthly): water $24.99 + $6.48 fixed fee = $31.47 plus $4.23 per ccf; sewer $34.17 plus $9.43 per ccf of the winter-average sewer volume; The page starts at 4.94 ccf a month, the city-wide average water use in the sewer maximum-charge rule. The rate sheet also lists a stormwater system fee ($9.87, based on impervious surface), a park fee ($2.13 per unit) and a street maintenance fee ($12.70 per unit) without saying the billing period, so they are not included.
- Garbage: Republic Services' current Silverton rates (monthly, weekly yard waste and every-other-week recycling); the sheet lists higher rates from October 1, 2026 as proposed; no council approval was found (the city's documents were not retrievable), so they are not included. How Republic bills is not stated on the sheet.
- Electricity: PGE Schedule 7 effective July 8, 2026 (year-round), the effective per-kWh rate plus the 1.5% public purpose charge. Gas: NW Natural Schedule 2 effective October 31, 2025; new rates take effect October 31, 2026 and are not included. Silverton franchise fees on electric and gas were not found, so no utility tax is added. Insurance: the 2023 Oregon statewide average. The tiers and fixed amount shown add the 1.5% public purpose charge to PGE's effective rates (derivation below).
- Electricity derivation: fixed = (13.00 basic + 2.76 Schedule 118) x 1.015 public purpose charge + 1.24 low-income charge; per-kWh = ((19.29 - 1.004) x 1.015 + 1.004) / 100 (1.004 cents is the Schedule 115 component, excluded from the charge); the over-2,000 kWh rate uses 20.40 the same way.
