Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Switch to the 20-gallon cart cartUp to $39 a year
Your cart costs $35 a month; the smallest costs $32. Worth it if you rarely fill it.
How: Call your garbage company: Valley Recycling at 503-585-4300 or Loren's Sanitation at 503-393-2262.
Pay the property tax in full by the November due date3% off
Paying the full amount on or before November 15 takes 3% off the current year's tax; paying two-thirds takes 2% off. The one-third payment gets no discount.
How: Pay Marion County by mail (postmarked on or before the due date), online or by phone, or in person at the Tax Collection office.
Seniors 62+ and disabled homeowners: property tax deferral
Disabled or senior homeowners can borrow from the State of Oregon to pay their county property taxes. For the senior deferral you must be at least 62 by April 15 of the year you apply, and you must have owned and lived in the home for at least five years before April 15 of that year.
How: File the application at the county assessor's office between January 1 and April 15, or late from April 16 to December 1 with a fee.
Disabled veterans and surviving spouses: property tax exemption
Veterans with a disability rating of at least 40%, or the surviving spouse or registered domestic partner of a veteran, may be entitled to a reduction of the assessed value of their home. You must own and live on the property.
How: File the claim with the Marion County Assessor on or before April 1 (503-588-5144).
Seniors 75+ and very low-income households: half-price police fee and lower park fee
For a single-family home, the Police Services Fee is $5.31 instead of $10.62 and the Park Services Fee is $1.26 instead of $4.50 for a responsible party over 75, or whose household income is at or below 30% of the Salem/Keizer area median income. Low-income applicants reapply every year.
How: Return the Police and Parks Services Fees discount application to the City Services Billing Department, PO Box 21000, Keizer, OR 97307 (503-390-8280).
Low-income seniors 60+ and households with a disabled member: sewer and garbage rate help20% off garbage
Keizer's Sewer & Garbage Rate Assistance Program is for households with income at or below 30% of the Salem area median income ($36,811 for one person); the garbage discount is 20% on the residential cart service package. Seniors must also pay for housing without housing assistance payments. Households with a disabled member must live in a single-family home, be responsible for the sewer and garbage bills, not already get the senior sewer discount, and send proof of the disability and income.
How: Return the Senior Citizens or Disabled Member application to Utility Billing, PO Box 21000, Keizer, OR 97307 (503-390-8280).
Use less water in winter to lower a year of sewer bills
Your sewer volume is set once a year from your average water use on two meter readings taken on or after October 1, and you are billed that same sewer volume charge every two months, even if your water use is different.
How: Conserve water from October 1 through mid-March; the City says this may even reduce your bills for the upcoming year.
Had a leak? Ask about a bill adjustment
After a leak on your side of the meter is repaired, the City verifies the meter and reviews your account history to see if an adjustment can be made. Keep your repair receipts.
How: Call Utility Billing at 503-390-8280 once the repair is made.
PGE Income-Qualified Bill Discount15% to 80% off
Based on household size and income, PGE customers could get 15% to 80% off. No financial documents are required.

How these numbers are made
- Property tax: the 2026-27 Marion County billing rates for code area 24200 (City of Keizer, Keizer Fire District), $16.8747 per $1,000 of assessed value. It holds $3.13 billion of Keizer's $3.54 billion of assessed value and about 8,600 of Keizer's roughly 9,900 property class 101 (improved residential) tax lots in the county's parcel data. Homes in code area 24210, in Marion County Fire District #1 instead of the Keizer Fire District, pay $17.2811. Oregon has no homestead exemption.
- The starting assessed value ($226,090) is the median of the property class 101 tax lots in code area 24200 in Marion County's open parcel data (October 2026). Spot checks against the Assessor's property records show that dataset still carries the 2025 roll value; most unchanged homes' 2026-27 assessed value is up to 3% higher. Your statement's assessed value is the number to use. Measure 5 compression is not modeled; at these rates it would only apply to a home assessed near its full market value.
- Street lighting: Keizer has about 200 street lighting districts whose assessments are added to the tax bills of the lots in each district. We add the City-wide average, the 2026-27 adopted budget's $471,500 of lighting district assessments divided by Keizer's 9,924 property class 101 tax lots ($47.51 a year). The real amount depends on your subdivision (in a sample of 60 Keizer homes' 2026-27 bills it ranged from none to about $139) and is on your tax statement.
- Water, sewer and fees: City of Keizer rates from January 2026, billed every two months and shown here per month: water $14.40 / 2 for a 5/8" or 3/4" meter plus $1.86 per ccf; sewer $37.30 / 2 plus the $6.25 sewer administration fee / 2, plus $4.75 per ccf of sewer volume; stormwater $16.57 / 2 per ESU (a home is one ESU); the $10.62 Police Services Fee (from September 1, 2026); and the $4.50 Park Services Fee. The fee schedule lists higher rates from January 2027 (water $15.83 every two months plus $2.05 per ccf, stormwater $22.37 every two months, police $14.34 a month); they are not included. Keizer\'s posted fee schedule still labels the sewer column January 2025, but its 2025-26 schedule lists these same sewer rates as effective January 2026. Keizer bills sewer on a sewer volume set each year from your winter water use; the calculator uses this month\'s use. The page starts at 6 ccf a month, the use in the City budget\'s residential cost-per-month example (water $17.48 a month at 6 ccf before the 5% license fee, which matches $7.20 + 6 x $1.86 = $18.36 with it).
- Garbage: Valley Recycling & Disposal's published Keizer rates (updated in January 2026, after the City Council approved a hauler rate increase for January 1, 2026): 20 gallon $31.84, 35 gallon $35.09, 65 gallon $47.00 and 95 gallon $54.68 a month, including weekly organics and every-other-week recycling. Loren's Sanitation serves the other part of Keizer (on the City's map, about half of the homes each) and publishes no rate table; both haulers serve under the City's franchise.
- Electricity: PGE Schedule 7 effective July 8, 2026 (year-round), the effective per-kWh rate plus the 1.5% public purpose charge, times 1.015 for the 1.5% City franchise line (Keizer's fee is 5% of gross revenue; OAR 860-022-0040 puts the first 3.5% in rates). On the City's map about 7,300 of Keizer's homes are in PGE's area and about 2,800, mostly in south Keizer, in Salem Electric's, which has its own rates. Gas: NW Natural Schedule 2 effective October 31, 2025, times 1.02 for the 2% franchise line above the 3% in rates; new rates take effect October 31, 2026 and are not included. Insurance: the 2023 Oregon statewide average.
- Electricity derivation: fixed = ((13.00 basic + 2.76 Schedule 118) x 1.015 public purpose charge + 1.24 low-income charge, which the charge does not apply to) x 1.015 franchise line = $17.4949; per-kWh = ((19.29 - 1.004) x 1.015 + 1.004) / 100 x 1.015 = $0.19857754 (1.004 cents is the Schedule 115 component, excluded from the charge); the over-2,000 kWh rate uses 20.40 the same way.
- Gas franchise line: the 1.02 multiplier is a modelling assumption that the 5% fee is exacted only on gas revenue and the excess over 3% is billed separately; OAR 860-022-0040 caps aggregate city exactions, so the real line may differ.']Gas figures add 2% on top of the NW Natural schedule rates to estimate the separate franchise-excess line; that is a modelling assumption, not a number NW Natural publishes.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
