Electricity: Portland General Electric (PGE)
PGE Schedule 7 residential prices effective July 8, 2026: $13.00 basic charge for single-phase (1-phase) service, an effective 19.29 cents per kWh for the first 2,000 kWh and 20.40 cents above, plus $1.24 a month low-income assistance and $2.76 per bill (Schedule 118). The effective rate excludes the 1.5% public purpose charge and any privilege or local taxes. Keizer's fee schedule lists a 5% franchise tax or business license fee of gross revenue for electric utilities; under Oregon's rule (OAR 860-022-0040), unless an exception applies, the part above 3.5% is charged to customers in the city and separately stated on their bills. Gas: NW Natural
Rate Schedule 2, single-family residential, effective October 31, 2025: $10.00 customer charge plus $1.41220 per therm. These rates change October 31, 2026: NW Natural filed for new Oregon residential rates, about $5.08 a month more at 53 therms, not included here. Keizer's fee schedule lists a 5% franchise tax or business license fee of gross revenue for natural gas, assessed by the utility company. Oregon's rule keeps city exactions of up to 3% for gas utilities in rates and, unless an exception applies, charges the excess to customers within the city, separately stated on their bills.
