How: Contact your hauler directly to start, stop or change service. Pride Disposal: 503-625-6177. Waste Management: 503-249-8078.

  • Pay in full by Nov 15: 3% off

Washington County gives a 3% discount on the current year's tax if full payment is delivered, postmarked or sent by private express carrier by November 15; a two-thirds payment gets 2%.

How: Pay by the November 15 deadline shown on your tax statement.

How these numbers are made
  • Property tax: the 2025-26 Washington County billing rates for code area 023.74 (City of Tigard, Tigard/Tualatin School District, Tualatin Valley Fire & Rescue, Metro), $18.693 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted. Code area 023.74 has the most single-family tax lots of the Tigard code areas in Metro's taxlot data. The county, Port of Portland, Tualatin Soil & Water and Aquatic Center rates are shown as one line. Oregon has no homestead exemption; no flat charges are added since the city's street, parks and stormwater fees are on the city utility bill. Measure 5 compression is not modeled.
  • The starting assessed value ($333,170) is the median assessed value of single-family tax lots in code area 023.74; your statement's assessed value is the number to use.
  • City of Tigard utility bill (monthly, the city's July 2026 bill figures): water $34.63 customer charge plus use charge priced from the $29.22 typical-bill line at 6 ccf ($4.87 per ccf in the first 6 ccf); the 2026-27 rates for use above 6 ccf were not found, so $4.87 is applied to all use and bills above 6 ccf are understated (the city's 2025-26 fee schedule has higher tiers above 6 and 15 ccf). Sewer $39.81 base plus $3.23 local, and $2.60 per ccf use (from $15.60 at 6 ccf). Stormwater $11.75 plus $5.50 surcharge, street maintenance $9.29, parks & recreation $9.78. The River Terrace Transportation Utility Fee ($5.00) is charged only in that area and is not included. About 1/3 of Tigard gets water from Tualatin Valley Water District instead, billed separately.
  • Garbage: the City of Tigard fee schedule's residential cart rates (effective September 1, 2025; the 2026-27 schedule was not found); the 32-gallon cart is the starting size; the schedule's rates may have been raised since, and the hauler's own rates for an address may differ. Electricity: PGE Schedule 7 effective July 8, 2026, with the 1.5% public purpose charge and the franchise-fee excess over 3.5% (5% - 3.5%) folded in, at 784 kWh a month. Gas: NW Natural Schedule 2 effective October 31, 2025, with the excess over 3% folded in, at 54 therms a month; NW Natural's October 31, 2026 increase is not included. Insurance: the 2023 Oregon statewide average.
  • Water use of 6 ccf is the amount behind the city's typical-bill example (its July 2025 typical use charge $28.62 at the $4.77 tier 1 rate); the city does not state a typical ccf.
  • Water: the city's 2026-27 tier rates were not found, so the tier 1 rate (the $29.22 use charge spread over 6 ccf) is applied to all use; use above 6 ccf is likely billed at a higher rate, so bills for larger use are understated.
  • Energy: the fixed and per-unit figures add the franchise-fee pass-through (the part of Tigard's 5% franchise fee above 3.5% for electric and 3% for gas, OAR 860-022-0040) on the assumption that Tigard's franchises are billed to customers as a separate line; the franchise-fee text in the notes is the city's schedule.
  • Modelling: electric/gas fixed and per-unit figures add the franchise-fee excess over the 3.5% (electric) / 3% (gas) already in rates (5% Tigard franchise fee for existing franchises); tier rates are effective rates.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
