Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Switch to the 20-gallon cart cartUp to $42 a year

Your cart costs $29 a month; the smallest costs $25. Worth it if you rarely fill it.

    How: Call your garbage hauler.

  • Pay the property tax in full by November 163% off

Paying in full by Nov. 16, 2026 takes 3% off the current year; paying the first two-thirds by then takes 2% off. The one-third payment gets no discount.

How: Pay online through Point & Pay (a fee applies), by mail (postmarked by November 16) or at the courthouse drop box.

  • Seniors and disabled homeowners: property tax deferral

If you qualify, the Oregon Department of Revenue pays your county property taxes on November 15 each year. A lien is placed on the property and deferral accounts accrue 6 percent interest yearly. The household income limit for 2026 is $70,000.

How: File the application with the county assessor by April 15, or late from April 16 to December 1 with a fee.

  • Disabled veterans and surviving spouses: property tax exemption

Veterans with a disability rating of at least 40%, or the surviving spouse or registered domestic partner of a veteran, may be entitled to a reduction of the assessed value of their home. You must own and live on the property.

How: File the application with the Linn County Assessor between January 1 and April 1.

  • Low-income households: City utility bill assistance

Low-income assistance is available to all qualifying low-income residential customers of Albany utility bills.

How: See the low-income assistance link on the City utility billing page.

  • Low-income households: Pacific Power bill discount

Low-income residential customers may qualify for a discount on their monthly Pacific Power bill (Schedule 7, Low Income Discount).

How: Ask Pacific Power about the Schedule 7 Low Income Discount.

  • Low-income households: NW Natural bill discount15% to 85% off

In Oregon, households with income below 60% of the state median income can get 15% to 85% off their monthly gas bills. No proof of income is required to apply.

How these numbers are made
  • Property tax: the 2026-27 Linn County billing rates for code area 00801, the City of Albany code area with the most assessed value ($2.97 billion of real property assessed value), $19.8475 per $1,000 of assessed value; other Linn code areas in Albany (00827, 00830, 00846) carry the same total. Albany also extends into Benton County, which is not modeled. Oregon has no homestead exemption.
  • The starting assessed value ($209,000) is our estimate: Albany's Census median home value ($389,200) times the real property assessed value divided by its Measure 5 value in code area 00801 ($2,966,251,186 / $5,523,171,041, about 0.54), because the county publishes no median assessed value for Albany homes. Your own assessed value is on your tax statement. Measure 5 compression is not modeled.
  • Water, sewer and fees: City of Albany water rates effective January 1, 2026 (Resolution 7504 restates Resolution 7469's Exhibit A; the 3% increase for January 1, 2027 is not included), sewer rates effective July 1, 2026 (Resolution 7415) and the single-dwelling stormwater rate effective March 1, 2026 (Resolution 7417 Exhibit A, the tier for a 1,351 to 3,150 sq ft building footprint; Exhibit B adds 4% on March 1, 2027, which is not included; the City's rate page still labels Resolution 7324 as current, but 7417 repeals it effective March 1, 2026). Resolution 7415 sets a 2% sewer increase on July 1, 2026 (the rate used) and a further CPI adjustment each July 1 from 2027. The $0.35 residential low-income assistance surcharge in the water rate table has no stated unit and is not included. The City Services Fee is the $14.82 single-family rate as of August 2025; the City adjusts it each July for inflation, so this may be low; the City's page says the fee is a flat fee per unit and does not state the billing period, and the monthly basis was not confirmed. Sewer is priced on this month's use, while the City bills residential sewer on winter averages.
  • Garbage: Republic Services' 2026 monthly roll-cart rates from the packet for Resolution 7470 (2.4% increase effective January 1, 2026); the $2.00 monthly recycling processing surcharge appears in the rate table and in the fee list; those pages do not say whether every household is billed it, so it is not included and a household billed it would pay $24 a year more.
  • Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026 (year-round) with the public purpose charge, system benefits and Energy Trust charges and the BPA credit folded into the per-kWh price, as in the other Linn County pages. The City's PacifiCorp franchise fee is seven percent of gross revenues; under OAR 860-022-0040 the first 3.5% is in rates and the excess is billed separately, so 3.5% is added as a franchise fee. The $18.27 monthly electric fixed charge is the $14.00 basic charge raised by the 1.5% shown in that row of the price summary ($14.21) plus $1.42 and $2.64. Pacific Power has said Albany customers will pay an added charge for moving lines underground; it is not in the price summary used here and its amount and start date were not confirmed, so it is not included. Gas: NW Natural Schedule 2 effective October 31, 2025; the City says the part of its 7% NW Natural privilege tax above 3% is a separate bill line (4%), and the model has a single franchise-fee rate and applies the 3.5% to gas as well, a difference of about $5 a year. NW Natural usually updates rates around November 1; no newer Oregon residential rate was found. Insurance: the 2023 Oregon statewide average; no official 2024 figure was found.
  • The City Services Fee ($14.82 flat per single-family unit, collected on City utility bills) is omitted because its source does not state a billing period.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
