How these numbers are made
- Property tax: the 2026-27 Multnomah County consolidated rate for levy code area 026 (City of Gresham, Gresham-Barlow School District), $20.3625 per $1,000 of taxable assessed value. Code area 026 holds about 14,200 of Gresham's roughly 24,300 single-family tax lots in Metro's RLIS taxlot data; homes in the Centennial School District (code area 383, $19.0892) or Reynolds School District (code area 047 and others, $19.2448) pay slightly less. Oregon has no homestead exemption.
- The starting assessed value ($258,850) is the median assessed value, 2025 roll, of the 14,178 single-family tax lots in levy code area 026 in Metro's RLIS taxlot data (Metro's open data, compiled from county assessor records; last updated July 17, 2026, before the County mailed the 2026 statements in October). Your statement's assessed value is the number to use. Measure 5 compression is not modeled; at these rates it would only apply if a home's assessed value were above about 91% of its real market value.
- Water: City of Gresham 2026 rates (5/8-inch meter $30.79 plus the usual $9.24 fire flow charge a month; $4.38, $5.30 and $6.60 per ccf), with the two-month tier breaks halved to monthly (17 and 27 ccf). The page starts at 6 ccf a month, the average use the City uses for its typical bill. Homes served by Rockwood Water PUD (much of west and north Gresham) pay Rockwood's $33.92 two-month meter charge (shown as $16.96 a month) and $3.80 per ccf instead; a few homes on the city's edges are served by Lusted or Pleasant Home water districts. New City water, wastewater and stormwater rates take effect January 1, 2027.
- Wastewater: the $43.66 residential charge plus $0.85 per ccf; the City bills the per-unit part on your winter (October-April) average, which the calculator approximates with this month's use. Stormwater ($21.32 per Drainage Residential Unit; single-family homes are one DRU), the $2.00 Flood Safety District pass-through and the $15 Police, Fire and Parks Fee are added as monthly City utility bill charges.
- Garbage: the 2026 Gresham-area residential rates from July 1, 2026, which include weekly recycling and a 60-gallon yard debris cart; your hauler depends on your address.
- Electricity: PGE Schedule 7 effective July 8, 2026 (year-round, no seasons), the effective per-kWh rate plus the 1.5% public purpose charge folded in (not on Schedule 109 or the $1.24 low-income charge), with use starting at 784 kWh a month, PGE's typical Schedule 7 customer. Gas: NW Natural Schedule 2 effective October 31, 2025; new rates take effect October 31, 2026 and are not included.
- Gas and electricity: Gresham's license fee is 10% of gross revenues for both. Under OAR 860-022-0040 the first 3.5% (electric) or 3% (gas) is in rates and the excess is separately stated on bills in the city, so we multiply the electric figures by 1.065 and the gas figures by 1.07. Insurance: the 2023 Oregon statewide average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
