How these numbers are made
  • Property tax: Josephine County's 2026-27 rates for code area 1, $13.4553 per $1,000 of assessed value, the City of Grants Pass code area with the most assessed value (Grants Pass School District 7). Parts of the city are in other code areas, such as code area 15 (Three Rivers School District, $12.6567) and code area 13 (downtown, $13.4553). Oregon has no homestead exemption.
  • The starting assessed value ($214,220) is the median assessed value of property class 101 (residential) tax lots in code area 01 in the county assessor's taxlot map layer; your own assessed value is on your tax statement.
  • Water: City of Grants Pass rates effective January 1, 2026 for a 3/4 inch meter ($26.99 base rate plus the $14.30 water plant replacement fee) and the single-family blocks ($0.84, $1.68, $2.09 and $2.43 per unit). Homes at higher service levels pay $0.1584 to $0.6862 more per unit, not included. Wastewater: $22.57 base (first 2 units) plus $4.62 per unit; the city bills it on average winter water use, while this page uses the water use you enter. The city's 5% franchise fee on water and wastewater charges is folded into those rates (x 1.05). The page starts at 6 units a month, the use in the city's average monthly bill example.
  • City bill fees: stormwater $9.33 (single-family dwelling, 2026), transportation utility $4.70 and public safety $12.69 a month.
  • Garbage: Southern Oregon Sanitation's Grants Pass city-limits monthly prices effective June 1, 2026; optional yard debris service is not included. Republic Services serves other parts of Grants Pass; its rates are not shown here.
  • Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026 (year-round, no seasonal rates), with the 1.5% public purpose charge, system benefits and Energy Trust charges and the BPA credit (applied below 2,000 kWh, as the price summary lists it) folded into the per-kWh price, multiplied by 1.015 for the part of Grants Pass's 5% electric privilege tax above the 3.5% included in rates. Gas: Avista Schedule 410 rates effective January 1, 2026, plus the 2% Grants Pass franchise fee Avista lists (x 1.02). Insurance: the 2023 Oregon statewide average homeowners premium.
