How these numbers are made
- Property tax: the 2025-26 Clackamas County billing rates for code area 007-021 (City of Lake Oswego, Lake Oswego School District, Metro), $19.2041 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted; the county expects City of Lake Oswego homes in this school district to see +3.60% for 2026-27. Code area 007-021 has the most single-family lots among Lake Oswego's code areas in Clackamas County (007-002 is next, total $19.1621 per $1,000, without the urban renewal levy and Lake Grove Park). Parts of Lake Oswego lie in Multnomah and Washington counties and are not modeled. Oregon has no homestead exemption; no flat charges are added because the City's stormwater and street fees are on the City utility bill.
- The starting assessed value ($501,357) is the median assessed value of the single-family tax lots in code area 007-021 in Metro's RLIS taxlot data (last updated July 17, 2026). Your statement's assessed value is the number to use. Measure 5 compression is not modeled.
- City of Lake Oswego utility bill (monthly, rates from July 1, 2026 per the 2026 Master Fees and Charges booklet): water $31.79 fixed plus tiered $/ccf, sewer $74.75 plus $2.76 per ccf, stormwater $24.51 and street maintenance $17.33. The City bills sewer on average winter water use (it uses 8 ccf in its typical bill); the page applies the sewer per-ccf rate to the water use entered. The page starts at 10 ccf, the City's typical single-family water use.
- Garbage: Republic Services' rates effective January 1, 2026 (Resolution 25-45) for weekly curbside carts including recycling and mixed organics, billed every two months; the 35-gallon cart is the starting size.
- Electricity: PGE Schedule 7 effective July 8, 2026 (year-round), the effective per-kWh rate with the 1.5% public purpose charge folded in, at PGE's typical Schedule 7 use of 784 kWh a month. Gas: NW Natural Schedule 2 effective October 31, 2025, at 54 therms a month; NW Natural's October 31, 2026 filings are not included. NW Natural is assumed to be the gas utility (its service to Lake Oswego is not sourced here). Insurance: the 2023 Oregon statewide average.
- Energy city fees: Lake Oswego's right-of-way usage fee is 5% of gross revenue for electric and gas. Under OAR 860-022-0040 the first 3.5% (electric) or 3% (gas) is in rates and the excess is separately stated on bills in the city, so the electric figures are multiplied by 1.015 and the gas figures by 1.02.
- Stormwater $24.51 is the per-customer fee for a single-family home or duplex.
- Nothing here is legal, tax or insurance advice.
