How these numbers are made
  • Water and sewer prices include the 6% franchise fee the city adds for customers inside city limits (rate x 1.06). Sewer volume is billed on your winter average, not this month's use; the calculator approximates it as this month's use capped at the 441 cubic foot default.
  • Property tax: the 2026-27 Deschutes County rates for code area 1-001 (City of Bend), $16.8419 per $1,000 of assessed value, applied to taxable assessed value; Oregon has no homestead exemption.
  • The starting assessed value ($295,660) is our estimate: Bend's Census median home value ($718,400) times the City of Bend's Real Property total assessed value divided by its real market value on the 2026-27 roll ($16,706,404,143 / $40,593,475,911, about 0.41), because the county publishes no median assessed value for Bend homes.
  • Water and sewer: City of Bend fees from July 1, 2026 (3/4" meter $29.79 + $2.48 per 100 cubic feet; sewer $42.71 + $4.48 per 100 cubic feet of winter average use), with the $8.81 stormwater charge and $10.75 transportation fee listed separately.
  • Garbage: the City's maximum franchise rates for weekly cart service from July 1, 2026 (Resolution 3486), billed by Republic Services or Cascade Disposal.
  • Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026, with the 1.5% public purpose charge, system benefits and Energy Trust charges and the BPA credit (applied below 2,000 kWh, as the price summary lists it) folded into the per-kWh price. Gas: Cascade Schedule 101 rates effective October 31, 2025, without the public purpose charge; Cascade filed for a rate increase expected October 31, 2026. City fee lines: Pacific Power pays Bend a 7% franchise fee (Ordinance NS-2346) and Cascade a 7% right-of-way use fee (Resolution 3370, from June 1, 2024, under Bend Code 3.20); OAR 860-022-0040 puts the first 3.5% (electric) and 3% (gas) in rates and requires the excess to be separately stated on bills in the city, so we multiply Pacific Power charges by 1.035 and Cascade charges by 1.04 (fixed and per-unit charges alike).
  • Insurance: the 2023 Oregon statewide average homeowners premium; Bend quotes vary with wildfire risk.
