How these numbers are made
- Property tax: the 2025-26 Clackamas County billing rates for code area 115-040 (City of Gladstone, Gladstone School District, Metro), $20.1491 per $1,000 of assessed value, because the 2026-27 table was not yet posted. Code area 115-040 holds 2,255 of roughly 3,100 single-family tax lots in Gladstone in Metro's RLIS data; 115-002 (614 lots) has the same rates, and about 120 lots in code area 012-017 pay North Clackamas School District rates instead. No fire district line appears in these code areas. Oregon has no homestead exemption and no flat charges are added.
- The starting assessed value ($261,505) is the median assessed value of single-family lots in code area 115-040 (July 2026 data). Your statement's assessed value is the number to use. Measure 5 compression is not modeled.
- City of Gladstone utility bill from July 1, 2026 (monthly): water $34.77 base on a 3/4 meter plus block rates of $2.11, $3.25 and $4.38 per unit (CCF); sewer entered as one fixed charge of $88.67 = $15.90 stormwater + $38.87 city sewer collection + $33.90 Water Environment Services treatment, the three amounts in the City's July 1, 2026 rate table in its column order (Stormwater, City Sewer Collection, WES Sewer Treatment); none varies with water use. The page starts at 6 CCF, the City's typical-bill comparison use. Part of Gladstone is on Oak Lodge Water Services / Oak Lodge Sanitary District instead; its treatment pass-through is $92.00 a month, which is not modeled.
- Garbage: Gladstone Disposal Co. rates effective July 1, 2026, which include weekly recycling and yard debris; the 35-gallon cart is the starting size.
- Electricity: PGE Schedule 7 effective July 8, 2026 (year-round), the effective per-kWh rate with the 1.5% public purpose charge added, a fixed charge of $13.00 + $2.76 scaled by 1.015, plus $1.24, and use of 784 kWh a month (PGE's typical Schedule 7 customer). Gladstone's right-of-way use fee on PGE and NW Natural is not added because the rate was not found. Gas: NW Natural Schedule 2 as effective October 31, 2025 (the rate in effect through October 30, 2026; the new Schedule 2 rate, about $6.30 a month more at 54 therms from October 31, 2026, was not yet posted so it is not applied), 54 therms. Insurance: the 2023 Oregon statewide average.
