How these numbers are made
  • Property tax: the 2025-26 Polk County billing rates for code area 0201 (City of Dallas), $14.1094 per $1,000 of assessed value, because the 2026-27 tables were not yet posted; Oregon has no homestead exemption. Small district rates the county prints in scientific notation (for example 4.95E-4) are converted with plain division. Dallas urban renewal code areas 0238 and 0239 have the same total; code area 0223 is $14.2163.
  • The starting assessed value ($200,242) is our estimate: Dallas's Census median home value ($389,100) times code area 0201's real property assessed value divided by its Measure 5 value on the 2025-26 roll ($1,374,684,283 / $2,671,212,447, about 0.51), because the county publishes no median assessed value for Dallas homes. Your own assessed value is on your tax statement.
  • Water and sewer: the City of Dallas February 2026 - January 2027 residential rates inside city limits for a 0.75" or 1" meter ($37.10 a month including the first 3 units, then $4.00 per unit of 100 cubic feet) and the $42.50 monthly residential sewer flat rate. The City posts no typical household use, so the page starts at 9 units a month.
  • City utility bill fees: stormwater $11.00 a month (from the May 2026 billing cycle), the public safety fee $13.25 (July 2026 - June 2027) and the Facilities & Equipment Fee $5.00 a month (Resolution No. 3563, from the May 2026 billing cycle; the City's rates page labels it May 2026 - July 2026).
  • Garbage: Republic Services serves Dallas and bills customers directly. Its rates are set by City Council resolution (the Council held 2026 rates at a 0% increase in February 2026 and took up a mid-year request in June 2026), but no current Dallas cart price list is posted as a readable document, so trash is not counted; add your Republic Services bill.
  • Electricity: Pacific Power Schedule 4 prices in effect April 1, 2026 (year-round, no seasonal rates), with the 1.5% public purpose charge, system benefits and Energy Trust charges and the BPA credit (applied below 2,000 kWh, as the price summary lists it) folded into the per-kWh price; 900 kWh a month is Pacific Power's Oregon residential average. Gas: NW Natural Rate Schedule 2 effective October 31, 2025, at 53 therms a month, NW Natural's average residential use. Insurance: the 2023 Oregon statewide average homeowners premium.
  • Not included: under Oregon's rule (OAR 860-022-0040), any City of Dallas franchise fee above 3.5% on Pacific Power and above 3% on NW Natural is billed as a separate line on bills in the city; we could not find Dallas's percentages, so those lines (about $2 a month each if the fees are 5%) are not added.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Dallas's property tax rate is 1.41%, lower than 26 of the other 27 Oregon cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Dallas is 1.41%, lower than 26 of the other 27 Oregon cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $861 a year, lower than 22 of the other 27 Oregon cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $861 a year, lower than 22 of the other 27 Oregon cities we cover. What drives that cost, and would you change anything?"
