Sewer
City of Milwaukie residential wastewater charges, billed monthly, fiscal years 2027 and 2028: $34.36 treatment (per EDU) plus $4.35 billing and administration, plus $3.99 per CCF of water use; the residential volume charge uses your average monthly water use from November to February (winter average).

Ways to pay less
- Low-income households: City Utility Assistance Program. Residential customers who live in the home and stay under the income limits (for example $64,150 a year for four people, effective 5/1/2026) get the water base charge waived, half off wastewater and stormwater charges, and no street maintenance, SAFE or public safety fees. You must re-qualify every May. How: Apply in writing on the City's form with a copy of last year's federal tax return or other income documents; questions to Utility Billing at 503.786.7525.
- Use 3 CCF of water or less: $5 off each month. Single-family residential customers using 3 CCF or less per month get a $5 monthly low-use discount on the fixed customer charge. How: The City applies the $5 discount to the fixed customer charge for single-family residential customers using 3 CCF or less per month.
- Leak adjustment on your water bill. After you fix a leak, the City may credit up to half of the leaked water compared with normal use, at most once every 12 months, with proof such as a plumber's bill. How: Send a written request with the repair details to utilitybilling@milwaukieoregon.gov or Milwaukie Utility Billing, 10501 SE Main Street, Milwaukie, OR 97222.
