How these numbers are made
- Property tax: the 2025-26 Washington County billing rates for code area 023.76 (City of Tualatin, Tigard/Tualatin School District, Tualatin Valley Fire & Rescue, Metro), $18.7193 per $1,000 of assessed value, because the 2026-27 code area rate table was not yet posted. Code area 023.76 has the most single-family tax lots of the Tualatin code areas in Metro's taxlot data (3,789; code area 023.25 has 1,020 and others fewer). The county, Port of Portland, Tualatin Soil & Water and Aquatic Center rates are shown as one line. A small part of Tualatin lies in Clackamas County and parts in other school districts. Oregon has no homestead exemption; no flat charges are added since the city's road, parks and stormwater fees are on the city utility bill. Measure 5 compression is not modeled.
- The starting assessed value ($314,650) is the median assessed value of single-family tax lots in code area 023.76; your statement's assessed value is the number to use.
- City of Tualatin utility bill (monthly), Resolution 5964-26 rates: water Class 1 facilities charge $7.67 plus service charge $7.77 and $5.48 per CCF; sewer $31.63 regional plus $11.14 local base and $2.10 plus $0.76 per CCF (the city bills sewer use on average November-April water use, modeled here on current use); stormwater $2.93 regional plus $9.65 local per ESU; road utility fee $8.36; parks utility fee $5.00. The optional $0.99 'Pennies for Climate' fee is not included. The city's usage-rates web page still shows 2025 rates; the 2026 resolution was used. The city does not publish a typical water use in CCF, so the page's default use applies.
- Garbage: Republic Services residential rates from the City of Tualatin's posted rate schedule (Resolution 5740-23, effective January 1, 2024), the latest the city publishes; the 35-gallon cart is the starting size and Republic's current price for an address may differ.
- Electricity: PGE Schedule 7 effective July 8, 2026, with the 1.5% public purpose charge and the 0.3% privilege tax the City of Tualatin imposed on PGE from January 1, 2026 (on top of the 3.5% franchise fee already in rates) folded in, at 784 kWh a month. Gas: NW Natural Schedule 2 effective October 31, 2025, plus the $6.30 a month increase NW Natural announced for October 31, 2026 spread over 54 therms ($6.30 / 54 = $0.1167 per therm); NW Natural has not yet posted the new schedule. Any gas franchise-fee pass-through in Tualatin was not found and is not included. Insurance: the 2023 Oregon statewide average.
