How these numbers are made
  • Property tax: $16.7084 per $1,000 of assessed value for levy code area 007.01, read from sample county tax accounts in that code area and in 029.13 and 001.12, which showed the same 2026 certified rate. It is not confirmed by a county rate table, and those account pages are not cited because they are single-property records. Those three code areas hold about 22,500 of the 25,219 single-family tax lots in Hillsboro in Metro's RLIS data. The county has not yet posted its 2026-27 rate tables, so the rate is one combined line. Oregon has no homestead exemption, and Measure 5 compression is not modeled.
  • The starting assessed value ($270,920) is the median assessed value of Hillsboro's 25,219 single-family tax lots in Metro's RLIS taxlot data (last updated July 17, 2026, so it is the 2025 roll; most 2026 values rose about 3%). Use the assessed value on your statement.
  • Water: City of Hillsboro 2026 single-family rates (fixed $21.94; $3.99, $4.59, $6.99 and $9.58 per CCF at the 4/8/18 CCF breaks); the page starts at 6,000 gallons (8.0 CCF) a month, the City's typical residential family. About 3% of Hillsboro's single-family lots (mostly in the northeast) are inside the Tualatin Valley Water District boundary and pay TVWD rates instead. The City has proposed water rate increases for 2027; they are not final and are not included.
  • Sewer: the City fixed charge ($9.67) plus Clean Water Services' regional base rate ($31.63), and $0.44 + $2.10 per CCF, all raised 3.5% for Hillsboro's sanitary right-of-way fee (applied to the whole sanitary charge here, since the source doesn't say what it is charged on). The City bills the per-CCF part on your November-April average, which the page approximates with this month's use. The City's 2026 typical residential surface water figure ($18.46: $15.48 City + $2.98 CWS; the City lists $2.98 for CWS, while CWS's own FY27 rate sheet lists a regional $2.93 from July 1, 2026, a $0.05 difference) and the 2026 typical Transportation Utility Fee ($10.60) are added as monthly utility bill charges; South Hillsboro customers also pay a $14.76 Community Services Fee that is not included.
  • Garbage: the City's standard residential rates effective August 1, 2025 (still posted in July 2026), billed by your hauler. Electricity: PGE Schedule 7 effective July 8, 2026 with the 1.5% public purpose charge folded in (not on the $1.24 low-income charge), starting at 784 kWh a month, PGE's typical Schedule 7 customer. Gas: NW Natural Schedule 2 effective October 31, 2025, starting at 53 therms; the October 31, 2026 rates are not included. Any city privilege tax PGE or NW Natural separately states on Hillsboro bills is not included.
  • Insurance: the 2023 Oregon statewide average homeowners premium (NAIC data in the Insurance Commissioner's January 2025 briefing).
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
