How these numbers are made
  • Water: $9.94 base plus $3.30 per 1,000 gallons (to 50,000 gallons) inside Bristol city limits, rates effective July 1, 2026. The city rate page lists $9.94 as the 0-1,000 gallon "minimum billing"; the city's 2025 rate notice says the first 1,000 gallons are charged at the per-1,000 rate on top of the base charge, so $9.94 is modeled as the base.
  • Sewer: $5.20 service charge plus $4.04 inflow/infiltration charge (modeled together as $9.24 a month) plus $4.38 per 1,000 gallons of water, with a 2,000-gallon minimum billing that the model does not apply because typical use is higher.
  • Garbage: the city posts $18.50 a month for one can (2025 rate notice, FY 2026) and its FY 2027 budget adds 5% to solid waste rates; $19.425 is $18.50 x 1.05 and is the model's estimate until the city posts the new price. Stormwater: $3.00 a month for a residential property.
  • Property tax, 2026 tax year: City of Bristol $1.845 per $100 of assessed value plus Sullivan County $1.6129 (general, solid waste, highway, capital projects and debt service $1.01776 and General Purpose School $0.59514), assessed at 25% of appraised value. The county rate is shown with the school share separate. Starting value is the Census median, not an appraisal.
  • Electricity: BTES $13.48 delivery charge plus the $6.98 grid access amount for 1,001-1,500 kWh = $20.46 a month; per kWh, the average of the summer, winter and transition energy charges (4 months each) plus the $0.01689 grid access charge plus the TVA fuel cost for November 2026 ($0.02801; fuel changes monthly). Gas: Atmos Energy Schedule 210 as in other Tennessee cities.
