How these numbers are made
- The City of Lebanon bills water, sewer, natural gas, the sanitation fee and the stormwater fee on one monthly utility bill. Water (inside city, residential): $10.37 minimum bill for the first 1,500 gallons, then $0.007312 per gallon ($7.312 per 1,000 gallons). Sewer: $11.00 minimum bill for the first 1,500 gallons, then $0.0077 per gallon ($7.70 per 1,000 gallons); residential sewer is capped at $120 for months billed June through September, which we do not model. The City's rate pages carry no effective date (the sewer table is labeled 18-19), so we use them as posted. Some addresses inside the city get water from a utility district instead of the City.
- Garbage: the $20 monthly residential sanitation fee per cart set by Ordinance 25-7203 (passed June 3, 2025, effective after July 1, 2025); we show one cart. The first recycling cart has no monthly charge. Stormwater: $2.50 a month, the City's 2017 fee for a single-family home with more than 1,500 square feet of impervious area (homes with 400-1,500 square feet pay $1.50).
- Property tax: Tennessee assesses a house at 25% of its appraised value and sets rates per $100 of that assessed value. Wilson County reappraised all property for 2026, and the rates fell to certified (revenue-neutral) levels. 2026 rates: City of Lebanon $0.4054 (Ordinance 26-7430, Section 8; the City's property tax page still shows the old $0.6855), Wilson County $1.1657 (of which $0.5405 is the General Purpose School fund) and Lebanon Special School District $0.1792. On appraised value that is 0.101% city, 0.156% county non-school, 0.135% county school and 0.045% LSSD, 0.438% in all. We assume a home inside both the city and the Lebanon Special School District; homes outside the district do not pay its 17.92 cents. The city and Wilson County send separate bills. Tennessee has no general homestead exemption; freeze and relief programs are listed as tips.
- The starting home value is the Census median value of owner-occupied homes in Lebanon ($378,400, ACS 2020-2024), a market value from before the 2026 reappraisal, so the tax shown for it ($1,656 at 2026 rates) is likely low. The rate cuts imply the size of the revaluation: Wilson County $1.9089 / $1.1657 = 1.64 and City of Lebanon $0.6855 / $0.4054 = 1.69, in line with the roughly 64% average rise in home values mentioned at a May 2026 city airport committee meeting. At 1.64 x $378,400 = about $620,600 the 2026 tax would be about $2,716. Cross-check: the Census median real estate taxes paid in Lebanon (ACS 2020-2024) is $1,899. Enter your 2026 appraised value from your Wilson County assessment notice.
- Electricity: Middle Tennessee Electric's residential rate (RS), $21.81 basic service charge, and a year-round average per-kWh price (base rate plus TVA fuel cost adjustment) from four posted schedules weighting summer, winter and transition months equally: summer = average of August 2025 (8.333¢ + 2.621¢) and July 2026 (8.333¢ + 2.789¢), winter = March 2026 (8.226¢ + 4.035¢), transition = October 2026 (8.108¢ + 2.136¢): 11.181¢ per kWh. Some MTE schedules are Internet Archive copies.
- Natural gas: City of Lebanon Gas Department residential inside-city rate as of October 2026, read as dollars per 1,000 cubic feet: $9.05 for the first 1,000 cubic feet and $9.27 above, plus the $5 customer charge; converted at 1.037 therms per 100 cubic feet ($0.873 and $0.894 per therm). The price follows the cost of gas and can be higher in winter. Typical use: Tennessee residential averages from EIA (1,154 kWh and about 46 therms a month). Insurance: Tennessee's 2022 average HO-3 premium (NAIC via Triple-I).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
