How these numbers are made
- Property tax: Tennessee assesses a home at 25% of appraised value, at rates per $100 of assessed value. City of Paris $0.6703 (Ordinance 1337, 2026), Henry County $1.1991 and Paris Special School District $0.3176 per $100 (Henry County Trustee's current rates); each x 25% gives 0.168%, 0.300% and 0.079%. We assume addresses in the city are in the Paris Special School District; check your statement.
- Water: Paris BPU's October 2026 rates for inside the city limits: $21.00 residential service availability charge plus $4.50 per 1,000 gallons. Wastewater: $23.50 plus $7.00 per 1,000 gallons. BPU's July–November residential wastewater cap is not modelled (see the sewer note). The typical water use is the page's standard default, not a Paris figure.
- Electricity: Paris BPU (its sheet lists a TVA grid access charge) residential, October 2026 sheet: $19.96 + $0.56 TVA grid access = $20.52 a month and 10.171 cents per kWh; a rate increase took effect October 1, 2026. Typical use is Tennessee's 2024 residential average from EIA.
- Garbage: $18.00 a month billed on the BPU bill (city Public Works page). Natural gas is sold in Henry County by Paris-Henry County Public Utility District and is not included; many homes also heat with electricity or propane, so the total is electric-only for homes that use gas. The starting home value is the Census median (market value), not an assessed value.
