Homeowners 65 or older by December 31, 2026 can freeze the tax on their primary residence at the amount for the year they qualify, even if the rate goes up or the county reappraises. The Rutherford County Trustee lists an income limit of $63,470 for 2025 for the applicant, spouse and all others on the deed; the state's tax year 2026 list shows the same $63,470 local option limit for Smyrna. You must reapply each year.

Tennessee pays back part or all of the property tax for low-income elderly and disabled homeowners. Combined 2025 income of the owners and spouse cannot exceed $38,470, and relief is calculated on the first $33,600 of market value.

  • Repaired a water leak? Ask for a sewer adjustment

The Town adjusts two consecutive bills a year to a six-month average after a leak; only the sewer portion of the bill is adjusted.

How: Sign an affidavit that the leak has been repaired at the utilities office, 315 South Lowry Street in Smyrna City Hall.

  • Filling a pool? Ask for a sewer adjustment

The Town allows one pool adjustment a year on sewer bills, for a pool that holds at least 1,000 gallons.

How: Fill out a form at the office with the water used, or call in the meter readings from before and after filling.

How these numbers are made
  • The Town of Smyrna bills water, sewer, natural gas and the stormwater fee. Water (inside town limits, residential, 2026-27 fee schedule): $14.46 for the first 2,000 gallons, then $4.51, $5.13 and $5.73 per 1,000 gallons in the next 3,000, next 5,000 and over 10,000 gallons. Sewer: $22.05 for the first 2,000 gallons, then $5.89 per 1,000 gallons. Stormwater: $4.50 a month for a single-family home with up to 10,000 sq ft of impervious surface, ($4.50 a month in the Town's final 2026-27 fee schedule, up from $3.47 in 2025-26). Some addresses inside the town get water from Consolidated Utility District (CUD) instead of the Town; we model the Town's system.
  • Garbage: the Town's plans of services say refuse collection is provided by private companies through contracts with individual property owners, so no trash charge is counted. Residents hire a private hauler or take household waste to a Rutherford County convenience center.
  • Property tax: Tennessee assesses a house at 25% of its appraised value and sets rates per $100 of that assessed value. Rutherford County reappraised all property for 2026, and both rates fell to the certified (revenue-neutral) level: Town of Smyrna $0.4258 (Ordinance 26-27, down from $0.5257) and Rutherford County $1.4885 (down from $1.8762), which includes the county's school funding. On appraised value that is 0.106% town and 0.372% county, 0.479% in all. Smyrna has no separate school district rate. The Rutherford County Trustee collects both on one bill. Tennessee has no general homestead exemption; freeze and relief programs are listed as tips.
  • The starting home value is the Census median value of owner-occupied homes in Smyrna ($358,300, ACS 2020-2024), a market value from before the 2026 reappraisal; the tax shown for it is about $1,715 at 2026 rates. Because both 2026 rates are certified revenue-neutral rates (the Assessor's certified rates and Ordinance 26-27), a home whose value rose by about the county median (26%) pays about the same as in 2025; homes whose value rose more pay more, and homes whose value rose less pay less. Cross-check: the Census median real estate taxes paid in Smyrna (ACS 2020-2024) is $1,764. Enter your 2026 appraised value from your Rutherford County appraisal notice.
  • Electricity: Middle Tennessee Electric's residential rate (RS), $21.81 basic service charge, and a year-round average per-kWh price (base rate plus TVA fuel cost adjustment) from four posted schedules weighting summer, winter and transition months equally: summer = average of August 2025 (8.333¢ + 2.621¢) and July 2026 (8.333¢ + 2.789¢), winter = March 2026 (8.226¢ + 4.035¢), transition = October 2026 (8.108¢ + 2.136¢): 11.181¢ per kWh. Some MTE schedules are Internet Archive copies.
  • Natural gas: Smyrna Natural Gas bills a $7.50 residential base minimum rate plus the Town's cost of gas and $2.50 per MCF. The Town does not publish its monthly cost of gas, so we use EIA's 2025 average Tennessee citygate price ($4.62 per MCF) as the cost: ($4.62 + $2.50) per MCF at 10.37 therms per MCF = about $0.687 per therm. Winter gas costs can be higher (EIA's January 2026 Tennessee citygate price was $8.07). Typical use: Tennessee residential averages from EIA (1,154 kWh and about 46 therms a month). Insurance: Tennessee's 2022 average HO-3 premium (NAIC via Triple-I).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Smyrna's property tax rate is 0.48%, lower than 17 of the other 19 Tennessee cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Smyrna is 0.48%, lower than 17 of the other 19 Tennessee cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,277 a year, lower than 16 of the other 19 Tennessee cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,277 a year for a typical house, lower than 16 of the other 19 Tennessee cities we cover. Which parts of that can the city influence, and what would you do about them?"
