How these numbers are made
- Water and sewer are City of Bartlett residential rates for customers inside the city from the Fiscal Year 2026-2027 fee schedule in the adopted FY 2027 budget, which keeps water and sewer rates unchanged from FY 2026. Water: $7.80 a month covers the first 2,000 gallons, then $1.80 per 1,000 gallons. Sewer: $15.85 covers the first 2,000 gallons, then $2.79 per 1,000 gallons (the sewer rate rose $2.30 on June 10, 2025). Customers outside the city limits (rural) pay higher rates. The calculator converts your water use in CCF to gallons; the City publishes no typical use, so the page starts at its default.
- The water bill also carries the $30.00 monthly solid waste fee, the $4.00 monthly stormwater fee for single-family homes and the $5.00 monthly street lighting fee from the fee schedule, plus the City Service Fee, which the City's FY 2025 financial report gives as $2.50 a month on each household; we found no newer figure and assume all three fees appear on the water bill.
- Property tax: Tennessee assesses a house at 25% of its appraised value and sets rates per $100 of that assessed value. 2026 rates: City of Bartlett $1.66 (above the state-calculated recapture rate, per the FY 2027 adopted budget) and Shelby County's outside-Memphis rate of $2.702382 (general fund $1.252382, debt service $0.29, schools $1.16). On appraised value that is 1.66 / 100 x 25% = 0.415% for the city and 2.702382 / 100 x 25% = 0.676% for the county, 1.091% in all. The city and the county send separate bills. Bartlett City Schools receives a share of the county's school tax (allocated by average daily attendance) plus City funding, so there is no separate school rate. Tennessee has no general homestead exemption; relief and freeze programs are listed as tips.
- The starting home value is the Census median value of owner-occupied homes in Bartlett ($310,400, 2020-2024), a market value; enter your appraised value from the Shelby County Assessor, whose values come from the January 1, 2025 countywide reappraisal (the next is scheduled for January 1, 2029).
- Electricity: MLGW Schedule RS (January 2026), $16.64 service charge less the $1.54 hydro credit = $15.10 a month; per-kWh energy charges are the plain average of summer, winter and transition rates for the first 500 kWh and for additional kWh, plus the average of the 12 monthly TVA fuel cost adjustments from October 30, 2025 to October 2, 2026 (2.930 cents), giving 12.727 and 12.609 cents per kWh.
- Gas: MLGW Schedule G-3 (outside Memphis), $10.42 a month plus $0.583 per ccf for the first 100 ccf and $0.490 above, plus the plain 12-month average of the purchased gas adjustment (October 30, 2025 to October 2, 2026, $0.134 per ccf), converted to therms at 1.037 therms per ccf; heating-season bills run above this average. Typical use: Tennessee residential averages from EIA (1,154 kWh and about 46 therms a month). Insurance: Tennessee's 2022 statewide average premium (NAIC via Triple-I).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
