Homeowners 65 or older whose income from all sources is $48,550 or less (Sumner County, tax year 2026) can have the tax on their home frozen at the amount owed in the year they first qualify, even if the rate goes up or the county reappraises.

How: Apply every year with the Sumner County Trustee (615-452-1260); 2026 applications are taken beginning September 2026.

How these numbers are made
  • Gallatin Public Utilities bills water, sewer, natural gas and the City's stormwater fee on one monthly utility bill. Water (inside city, residential, from July 1, 2026): $11.92 meter charge plus $3.40 per 100 cubic feet (one CCF). Sewer: $13.46 customer charge plus $3.35 per CCF of metered water. Stormwater: $5.00 a month, the tier most single-family homes pay under the 2018 stormwater ordinance.
  • Garbage is an optional City service at $21 per container per month; we show one container. Recycling is drop-off only, so there is no recycling charge.
  • Property tax: Tennessee assesses a house at 25% of its appraised value and sets rates per $100 of that assessed value. 2026 rates: City of Gallatin $0.5295 and Sumner County $1.421 (of which $0.7144 is the General Purpose School fund). On appraised value that is 0.5295 / 100 x 25% = 0.132% for the city and 1.421 / 100 x 25% = 0.355% for the county, 0.488% in all. Gallatin and Sumner County send separate bills. Tennessee has no general homestead exemption; relief and freeze programs for seniors, disabled owners and disabled veterans are listed as tips.
  • The starting home value is the Census median value of owner-occupied homes in Gallatin ($372,000, 2020-2024), a market value; enter your appraised value from the Sumner County Assessor (values are from the 2024 countywide reappraisal; the next is in 2029).
  • Electricity: Gallatin Department of Electricity's September 2026 residential sheet, $25.61 customer charge and the year-round average of its summer (10.875¢), winter (12.033¢) and transition-month (11.491¢) effective rates, four months each: 11.466¢ per kWh. The fuel cost part changes every month. Some addresses at the city's edges may be served by another electric co-op.
  • Natural gas: $15.00 meter charge (from July 1, 2026) plus the $3.50 minimum for the first 2 ccf, then the per-ccf price, which Gallatin Public Utilities changes monthly with its cost of gas. We use the average of four posted inside-city residential prices (August 2025 $0.91, February 2026 $1.39, April 2026 $0.92, May 2026 $0.86 per ccf) = $1.02 per ccf, about $0.98 per therm. Typical use: Tennessee residential averages from EIA (1,154 kWh and about 46 therms a month). Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Gallatin's property tax rate is 0.49%, lower than 15 of the other 19 Tennessee cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Gallatin is 0.49%, lower than 15 of the other 19 Tennessee cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $583 a year, lower than 15 of the other 19 Tennessee cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.
