How these numbers are made
- Water and sewer are the City of Millington residential rates in the city code (Title 18, MTAS copy), marked 'Current rate': water $18.38 for the first 2,000 gallons then $6.16 per 1,000 gallons; sewer $9.69 then $4.68. The code adjusts these each year at the end of July by the December CPI and the city says it posts increases on its website; we could not find the 2025 or 2026 adjusted figures, so actual bills may be somewhat higher. About 20% of Millington is on MLGW water instead. The city adds 9.75% sales tax to water only (not modelled).
- Sanitation is $26.00 a month per dwelling (Ordinance 2025-6); the ordinance adds a CPI adjustment from July 1, 2026 that we could not find applied. The stormwater fee depends on a home's square footage (three tiers: $3.80, $5.00, $9.00); the middle tier is used here as a typical home. All four appear on the common monthly city services bill.
- Property tax: Tennessee assesses a house at 25% of appraised value, rates per $100 of assessed value. City of Millington $1.20 per $100 (FY27 budget ordinance, rate unchanged from FY26) = 1.20 / 100 x 25% = 0.30%. Shelby County's outside-Memphis rate of $2.702382 (general $1.252382, debt $0.29, schools $1.16) = 0.676%; the county school part (0.29%) is shown separately and is shared with Millington Municipal Schools, so there is no separate school rate. The city and county send separate bills. No state homestead exemption; relief programs are tips.
- The starting home value is the Census median value of owner-occupied homes in Millington ($207,300, 2020-2024, a market value with a wide margin of error); enter your appraised value from the Shelby County Assessor.
- Electricity and gas use MLGW's Schedule RS and G-3 (outside Memphis) with a 12-month average of the TVA fuel and purchased gas adjustments, as for other MLGW-served Shelby County cities; typical use is the Tennessee average from EIA. Insurance is Tennessee's 2022 statewide average premium (NAIC via Triple-I).
