Homeowners 65+ or disabled: freeze your assessed valueValue frozen
If you qualify for the homestead credit and are 65 or older or disabled, the taxable assessed value of your home can be frozen at its value at the next assessment date after you turn 65 or become disabled. Your tax can still change if millage rates change.

How these numbers are made
- Property tax: Arkansas assesses a home at 20% of market value and applies the total millage. For the 2025 taxes due Oct. 15, 2026, a home inside West Memphis in the West Memphis School District carries 45.3 mills: school 36.5, city 3.8 and county 5. Homes in the part of the city served by the Marion School District carry 54.5 mills (school 45.7). Voluntary millages, if any, are not included. The Census median is a market value, not the assessor's figure; the calculator subtracts the $600 homestead credit.
- Water: West Memphis Utilities residential 3/4 inch meter, $13.00 a month plus $0.0969 per hundred gallons ($0.969 per 1,000 gallons) for the first 6,700 gallons and $0.1164 ($1.164 per 1,000) above. Typical use is not published, so the page starts at its default.
- Sewer: the only published sewer rate is 132% of the water cost, shown in the Utility Commission's customer information sheet (a 2006 document); the current rate pages say only that sewer is based on metered water. Modelled as 132% of the $13.00 minimum charge ($17.16) plus 132% of the first-tier water rate ($1.27908 per 1,000 gallons); use above 6,700 gallons would cost slightly more.
- Garbage: $16.50 a month for one-family residences, from the Monthly Garbage Fees sheet linked from the utility's Sanitation page.
- Electricity: $6.50 customer charge plus $0.06 per kWh from the utility's rates page, plus a fuel adjustment that the utility says it works to keep around 2 cents per kWh (modelled as $0.02, so $0.08 per kWh). Typical use is the 2024 average of City of West Memphis residential customers in EIA data. No franchise fee is stated.
- Gas: Summit Utilities Arkansas lists West Memphis in its service area; the current gas supply rate is only on Summit's interactive rates page, so gas is not priced. Insurance is Arkansas's 2022 statewide average premium.
- HOLD: no current residential sewer rate is published (city Wastewater page says only that rates are generally based on metered water service; the 132% figure is from a 2006-era sheet). Do not publish until a current sewer schedule is found. Electricity $0.08/kWh includes a modelled $0.02 fuel adjustment (estimate). County millage is 5 inside West Memphis per the DFA 2025 table (5.4 applies only to rural/other cities).

| Total | $4,143 | $7,290 | lower than 27 of the other 27 Arkansas cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
