Homeowners 65+ or disabled: freeze your assessed valueValue frozen
If you qualify for the homestead credit and are 65 or older or disabled, the taxable assessed value of your home can be frozen at its value at the next assessment date after you turn 65 or become disabled. Your tax can still change if millage rates change.
How: Apply for the freeze with the county assessor's office.

How these numbers are made
- Property tax: Arkansas assesses a home at 20% of market value and applies the total millage. For the 2025 taxes due Oct. 15, 2026, a home inside Rogers in the Rogers School District carries 54.6 mills: school 41.6, city 3.3 and county 9.7, which includes 2.6 mills for NorthWest Arkansas Community College, so we show the county as 7.1 and the college separately. Parts of Rogers in the Bentonville School District pay 59.72 mills. The starting value is the Census median, a market value, not an assessed one.
- Homestead credit: Arkansas's homestead property tax credit takes up to $600 off the tax bill of an owner-occupied home (Act 330 of 2025); we subtract $600. A later increase is not included.
- Water and sewer: Rogers Water Utilities inside-city rates effective 7/1/2026. Water is $12.28 for the first 1,500 gallons plus the $0.40 state fee ($12.68 fixed), then $5.21, $4.62, $4.21 and $3.93 per thousand gallons by block. Sewer is $21.30 plus $7.41 per thousand gallons of water used (the rate drops to $7.31 above 100,000 gallons; not modelled).
- Garbage: GFL's regular residential service, $21.33 a month with a 96-gallon trash and 64-gallon recycling cart, billed on the Rogers Water Utilities bill.
- Electricity: SWEPCO Arkansas residential tariff of Sept. 15, 2026, using a 12-month average of the summer and winter per-kWh rates (5 summer and 7 winter billing months), plus SWEPCO's proposed April 2026 fuel rate for residential service ($0.023385 per kWh, filed March 13, 2026); other riders are not included. The 4% municipal tax listed for Rogers is applied. Typical use is SWEPCO's 890 kWh average residential customer.
- Gas: Black Hills Energy Arkansas October 2026 residential rates converted from Ccf to therms. The Black Hills franchise table lists Rogers residential/commercial at 5%, but the model has one tax rate, so the 4% electric rate is applied to gas too (under $10 a year of difference). Typical use is Arkansas's 2024 average (EIA). Insurance is Arkansas's 2022 statewide average premium, which may be out of date; sales tax on utility bills is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
