How these numbers are made
- Property tax: Arkansas assesses a home at 20% of market value and applies the total millage. For the 2025 taxes (payable 2026), a home inside Jacksonville in the Jacksonville North Pulaski School District carries 59.8 mills: school 48.3, city 3 and county 8.5. We subtract the $600 homestead credit. Jacksonville homes split between the Jacksonville North Pulaski and Pulaski County Special school districts; we model North Pulaski (the city-named district) and have not confirmed which has more homes.
- Water: Jacksonville Water Works inside-city residential rates (rate sheet dated Feb 2026; the $12.13 customer charge is separate from the $14.10 minimum, so nothing is counted twice; the utility's staged 4%-a-year increases may add a Jan 2027 change that is not yet on a published sheet): $12.13 + $0.40 + $0.77 + $0.85 = $14.15 monthly charges, plus the $14.10 minimum covering the first 2,000 gallons (priced as $7.05 per 1,000), then $9.52 / $8.88 / $8.26 per 1,000 gallons. Sales tax on water, which varies, is not included.
- Sewer: $16.39 minimum covers the first 2,000 gallons, then $5.74 per 1,000 gallons. Garbage: $17.50 a month inside city from the same rate sheet; sales tax, which varies, is not included.
- Electricity: Entergy Arkansas Schedule RS present rates from its 2026 rate case notice, with the riders listed in the same notice (CCR, ECR, EECR, FLCF, GGR, MISO) plus the 52.4369% / -1.1760% base-revenue percentages; the result (about $138 at 1,000 kWh) is close to Entergy's sample bills of $132 to $138; First Electric Cooperative serves part of the city and is not modelled. Gas: Summit Utilities Arkansas RS-1 per its APSC tariff (approved 11/27/2024): $17.51 monthly customer charge, $0.73831 per Ccf for the first 15 Ccf and $0.59566 above, plus the Gas Supply Rate (adjusts each season) and a 3.00% Jacksonville municipal franchise adjustment. The current Gas Supply Rate could not be loaded from Summit's JavaScript-only rate page, so the stored gas figure remains the EIA statewide average and is a placeholder. Insurance is Arkansas's 2022 statewide average premium.
- Gas tariff detail (not judged): Summit's own RS-1 tariff (APSC, approved 11/27/2024) is $17.51 a month plus $0.73831 per Ccf for 15 Ccf and $0.59566 above, plus the Gas Supply Rate and a 3.00% Jacksonville franchise adjustment; the current Gas Supply Rate is not yet in this model.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
