Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Homeowners: claim the Arkansas homestead property tax credit
The state homestead property tax credit reduces the real property taxes assessed on the homestead of each property owner. Homeowners must apply for the credit with the county assessor's office.
How: Apply with the county Assessor's office.
Homeowners 65+ or disabled: freeze your assessed valueValue frozen
If you qualify for the homestead credit and are 65 or older or disabled, the taxable assessed value of your home can be frozen at its value at the next assessment date after you turn 65 or become disabled. Your tax can still change if millage rates change.
How: Apply for the freeze with the county assessor's office.

How these numbers are made
- Property tax: Arkansas assesses a home at 20% of market value and applies the total millage. For the 2025 taxes (payable 2026), a home in the Texarkana School District inside Texarkana carries 58.2 mills: school 38.9, City of Texarkana 10.5 and Miller County 8.8. The Genoa School District part of Texarkana carries 66.3 mills; we price the larger Texarkana School District. We subtract the $600 homestead credit. Voluntary millages listed by the state (county and city) are not included.
- Water and sewer: Texarkana Water Utilities Arkansas inside-city rates effective 1/1/26. Water fixed charge $19.22 = $17.82 minimum (5/8", includes the first 2,000 gallons) + $0.40 water service fee + $1.00 infrastructure fee, then tiers per 1,000 gallons. Sewer fixed $21.96 = $20.96 minimum + $1.00 infrastructure fee, then $7.53 per 1,000 gallons from 2,001 to 15,000. The utility has not published a typical use, so the page starts at its default.
- Electricity: SWEPCO Residential Service from the Arkansas rate book (rates filed January 2026). The per-kWh rate is the year-round average of the summer rate (5 months, first 1,500 kWh) and winter rate (7 months), plus the Transmission Cost Recovery Rider for residential bills from July 2026 ($0.004676 per kWh). It also adds the Energy Efficiency Cost Recovery rider for residential bills ($0.00544 per kWh, Rider EECR 2026 Attachment A). The fuel (Energy Cost Recovery, Rider ECR) line is billed on top; the rate book holds only its formula and no current per-kWh figure was found in any SWEPCO or APSC document, so fuel is not in the total and the real bill is higher. The Formula Rate Review rider (Rider FRR) is a percentage of the bill, not a per-kWh charge, and is not in the total. Typical use is SWEPCO's average residential customer (890 kWh). The 6% Texarkana municipal tax is applied.
- Garbage: the City of Texarkana, Arkansas lists a residential refuse rate of $24.45 (2026), assumed monthly (the city page does not state the billing period). Gas: no current residential gas tariff for Texarkana, Arkansas could be confirmed (Summit Utilities' Arkansas tariffs are filed with the APSC; the Texarkana service area and rates were not verified), so gas is left out. Insurance is Arkansas's 2022 statewide average premium.
- Modelled electric rate also adds the Residential $0.004676 rider and an EECR of $0.00544/kWh (2026 column of the rate book's EECR line); the Formula Rate Review rider (percentage of bill) is not modelled.

| Total | $6,241 | $7,290 | lower than 19 of the other 27 Arkansas cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
