Homeowners: claim the Arkansas homestead property tax credit
The state homestead property tax credit reduces the real property taxes assessed on the homestead of each property owner.
Sewer bill too high after a winter leak? Ask for an adjustment
Leaks during the winter months could increase your sewer rate. Adjustment requests must be received within 12 months of the leak event.

How these numbers are made
- Property tax: Pine Bluff School District 47.7 mills, City of Pine Bluff 11.6 and Jefferson County 8 inside the city (67.3 mills total), 2025 millage collected in 2026. Assessed value is 20% of market value; $600 homestead credit subtracted. Dollarway, Watson Chapel and White Hall districts also reach parts of the city with different school millage.
- Water: Liberty tariff effective 2/1/2026, $19.22 for a 5/8" meter plus $2.8533 per Ccf; the tariff's pumping-cost and WIIR rider adjustments are not included. Sewer: Pine Bluff Wastewater $4.65 plus $1.95 per Ccf (billed on Liberty's bill, based on a November-April average). A stormwater fee also appears on the Liberty bill but no amount was found in an official document.
- Garbage: CARDS $19.39 per month for standard residential service, taken from a local news report of the council's selection; the city's CARDS page does not state the price.
- Electricity: Entergy Arkansas $8.40 customer charge plus the EIA 2024 residential average price (12.97 cents per kWh all-in) less that charge spread over average use, so riders are included but this is a utility average, not a tariff. Gas (Summit Utilities Arkansas lists Pine Bluff in its service area) is left out: its tariff is built from distribution plus a variable supply rate and no Pine Bluff all-in rate was found. Insurance is Arkansas's 2022 statewide average.
- Electric rate is the EIA 2024 Entergy Arkansas average price (12.97 cents/kWh) less the customer charge spread over average use; savings.0 application route is not stated in Act 330 so no how is given.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
