Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Homeowners 65+ or disabled: freeze your assessed valueValue frozen

If you qualify for the homestead credit and are 65 or older or disabled, the taxable assessed value of your home can be frozen at its value at the next assessment date after you turn 65 or become disabled. Your tax can still change if millage rates change.

How: Apply for the freeze with the county assessor's office.

How these numbers are made
  • Property tax: Arkansas assesses a home at 20% of market value and applies the total millage. For the 2025 taxes due Oct. 15, 2026, a home inside Lowell in the Rogers School District carries 57.9 mills: school 41.6, City of Lowell 6.6 and Benton County 9.7, which includes 2.6 mills for NorthWest Arkansas Community College, so we show the county as 7.1. Part of Lowell is in the Springdale School District (39.8 + 6.43 city + 7.1 county = 53.33 mills); we could not tell which district covers more homes and used Rogers; a Springdale-district home would carry 53.33 mills instead, about $260 a year less at the Census median. The report footnotes a 2.0-mill Lowell fire department voluntary millage; we could not tell whether it is inside these totals. On the $284,200 Census median that is about $3,290 before the $600 homestead credit.
  • Homestead credit: Arkansas's homestead property tax credit takes up to $600 off the tax bill of an owner-occupied home (Act 330 of 2025); we subtract $600. A later increase to $675 is not included.
  • Water and sewer: Lowell is split between Springdale Water Utilities (south) and Rogers Water & Utilities (north); we model Springdale only (the north of Lowell is on Rogers, so a bill there will differ; we could not find which serves more homes), the utility whose own rate page publishes a Lowell sewer schedule. The Rogers schedule effective 7/1/2026 also has a Lowell sewer column ($25.55 flat plus $8.89 per 1,000 gallons). Water uses Springdale's inside-city schedule from Oct. 1, 2026: $16.40 minimum (first 1,000 gallons) plus the $0.40 Safe Drinking Water Act fee, then per-1,000-gallon tiers. Sewer uses the Lowell schedule from Oct. 1, 2026: $34.15 minimum (first 1,000 gallons) then $8.23 per 1,000 gallons; the model applies that rate to all use (higher blocks above 25,000 gallons are slightly lower). Springdale's inside-city senior discount is not shown because it is for Springdale inside-city customers. Springdale's page also lists an outside-city water schedule; the page does not say which applies to Lowell customers, so we use the inside-city one, which may understate water by roughly $8 a month at typical use.
  • Garbage: the city's utilities page lists LRS (Springdale), and WM's Lowell page says service varies by neighborhood; no residential price was found in a published source, so no trash cost is counted. Trash service in Lowell may vary by neighborhood. The total therefore understates a household's real costs by the trash bill.
  • Electricity: Carroll Electric Rate 1; the model has no seasons, so the rate above 500 kWh is a 7-winter-month, 5-summer-month blend (11.456 cents winter, 12.397 summer); any wholesale power cost adjustment, franchise fee or sales tax is not included. Rogers Water & Utilities, also on the city's list, serves the north of Lowell. Carroll and SWEPCO both appear on the city's list; Carroll is shown and we could not confirm by address. Typical use is Carroll Electric's 2024 residential average from EIA.
  • Gas: Black Hills Energy Arkansas October 2026 residential rates, $17.67 a month plus $1.2856 per Ccf in delivery, cost of gas and riders, the fixed charge multiplied by 1.04 and the per-Ccf rate divided by 1.037 (Ccf to therm) then multiplied by 1.04 for Lowell's 4% franchise tax; typical use is Arkansas's 2024 EIA average. Insurance is Arkansas's 2022 statewide average premium.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $976 a year, higher than 7 of the other 7 Arkansas cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $976 a year, higher than 7 of the other 7 Arkansas cities we cover. What drives that cost, and would you change anything?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,733 a year, higher than 7 of the other 8 Arkansas cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,733 a year for a typical house, higher than 7 of the other 8 Arkansas cities we cover. Which parts of that can the city influence, and what would you do about them?"
