How these numbers are made
- Water and sewer: City of Lockhart rates effective the second bill cycle of November 2025. The rate table shows no charge for the first 2,000 gallons (Tier 0), modeled as 2 free thousand gallons for water and sewer.
- Garbage: $23.56 a month for the 96-gallon standard residential service from the first billing in August 2026.
- Property tax: 2026 adopted rates per $100 from the Caldwell CAD list (city 0.6200, county 0.4390, Lockhart ISD 0.9635, Plum Creek Conservation 0.0148, Plum Creek U.G. 0.0189) with the $140,000 school homestead exemption. The 0.0001 Farm to Market rate, ACC, ESDs and MUDs are not included.
- Electricity: the city's published residential base and local charge only. The monthly LCRA fuel adjustment per kWh has no published current figure, so this total is incomplete.
- Gas: Texas Gas Service small residential statewide sheet (June 24, 2026) plus the 2025 12-month average cost of gas ($0.55 per Ccf), divided by 1.037.
- Electricity unresolved: the city bills a monthly fuel adjustment (PPC) on every kWh; no official current $/kWh is published (rate page, FAQ, utility billing page, municode, council materials checked). The city rate page lists 0.03735 above 1,200 kWh and the FAQ lists 0.03750; neither affects the 899 kWh default.
