How these numbers are made
- El Paso Water bills water, wastewater, stormwater and the City's solid waste charges on one monthly bill, so we calculate those from the published rates and the water use you enter. The page starts at 4 CCF, the typical household El Paso Water uses in its FY 2027-28 budget presentation.
- Water (inside city, meter under 1 inch, from March 1, 2026): $11.82 minimum (includes 5 CCF) plus the $1.30 city franchise fee; the $17.49 water supply replacement charge applies only at 5 CCF or more, which we phase in between 4 and 5 CCF; then $3.92 per CCF. Use above 150% and 250% of your average winter consumption costs $9.26 and $13.24 per CCF; we cannot model that because it depends on your own winter average, so heavy summer watering is under-counted. Wastewater: $34.80 (the $24.36 rate for 1 CCF or less is not modeled) plus $4.86 per CCF on 90% of use above 5 CCF ($4.374 per CCF), applied to the use you enter as a stand-in for your winter average. Stormwater: $7.42, the 'Typical' residential tier.
- Garbage: $37.36 a month = the $22.00 residential refuse collection fee, $6.50 environmental fee and $6.00 franchise fee in the FY 2027 fee schedule (from the proposed budget book; the budget was adopted 'as amended' on Aug 18, 2026), plus sales tax at the share shown on El Paso Water's sample bill ($2.65 on $32.00 of charges).
- Electricity: El Paso Electric Texas Rate No. 01 standard rate as a year-round average (6 summer months at 12.897/13.897 cents, 6 non-summer at 10.897 cents), plus the 0.456% military base discount recovery factor on base charges and these per-kWh riders: fixed fuel factor $0.016015, EECRF $0.000687, COVID-19 asset surcharge $0.000498, GCRR $0.00349, rate case expense surcharge $0.000361, retiring plant rider $0.001825 and the relate-back revenue surcharge $0.01924 (billed for 12 months from Aug 1, 2026). Fixed: $13.71 x 1.00456 + $2.70 AMS surcharge. We leave out the temporary fuel refund (-$0.019402 per kWh for three months from Aug 17, 2026) and any city franchise fee or tax line. Usage starts at 1,096 kWh, EIA's 2024 Texas residential average.
- Gas: Texas Gas Service Rate 10 ($23.08 a month; $0.92086 per Ccf + $0.002 economic development rate + $0.0113 pipeline integrity rider + October 2026 El Paso cost of gas $5.9429 per Mcf), converted to therms (1 Ccf = 1.037 therms): $1.4739 per therm. The cost of gas changes monthly (it was $2.2718 per Mcf in October 2025). Franchise fees and taxes on the gas bill are not included. Homes using 331 Ccf or more a year are on Rate 15 instead. Typical use, 1.7 Mcf a month, is Texas Gas Service's small residential average in its GRIP notice.
- Property tax (2026 rates per $100): City of El Paso $0.798000 (Ordinance 019904, Aug 18, 2026), El Paso County $0.451133 (Aug 17, 2026), County Hospital District (UMC) $0.236904, the no-new-revenue rate the county adopted on Aug 24, 2026, El Paso Community College $0.110187 (Sept 23, 2026) and El Paso ISD $1.0745 (Sept 15, 2026): 2.546% before exemptions. Exemptions: El Paso ISD $140,000; City $5,000 and County $5,000 residential homestead (appraisal district list of April 2024; the 2026 certified totals show a $5,000 median homestead exemption in the city); EPCC and the Hospital District give no general homestead exemption. That list also shows over-65 exemptions of $42,500 (City), $20,000 (County) and $10,000 (EPCC), not modeled here. The starting value is the city's 2026 median homestead market value; the 10% homestead cap can make your appraised value lower.
- We use El Paso ISD because it has the most homestead residences of the districts mostly inside the city (57,290 on the 2026 certified totals; Socorro ISD lists 61,115 but much of it is outside city limits, in Socorro, Horizon City and the Paseo del Este districts; Ysleta ISD 38,583). Socorro ISD and Ysleta ISD 2026 rates were not final when we checked because of pending voter-approval tax rate elections, so homes there will see different school taxes. Parts of the city are also in tax increment zones or the Downtown Management District. Insurance is the 2022 Texas statewide average (NAIC via Triple-I).
- Water use: the page starts at 4 CCF, which El Paso Water's FY2027-28 presentation calls a typical household but also labels 'Low' use; at 5 CCF or more the $17.49 water supply replacement charge applies, and El Paso Water gives its current average total bill as $84.65 a month, so many homes pay more than shown here. Electricity uses Schedule 98's Texas system fuel factor (0.016015 per kWh); the secondary-voltage factor homes see is 0.016154, about $2 a year more.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
