How these numbers are made
- City of Bryan bills water, wastewater, garbage and the transportation and drainage fees on the Bryan Texas Utilities bill, so the totals use the rates below. Water and wastewater rates are the City's Resolution 4073 (Nov 2023) schedule, repeated as the FY 2025 rates in the City's annual financial report; no newer resolution was found, so FY 2027 changes, if any, are not included.
- Water: $9.70 a month for a 5/8-inch meter plus $2.76, $3.00 and $3.50 per 1,000 gallons in blocks at 30,000 and 50,000 gallons. Wastewater: $7.88 a month plus $4.03 per 1,000 gallons; the City bills the volume part on winter water use, which we model with the same water use. Typical use 8.33 CCF (6,230 gallons), the City average the resolution uses for new-home wastewater.
- Garbage: $13.50 a month per single dwelling unit with one 95-gallon container (City Resolution 3893; its date is not stated, and the City's page says $6 a month for each additional container while the resolution says $3.50). Transportation $12 and drainage $2 a month are flat residential fees on the BTU bill.
- Electricity: BTU City Residential Rate, $11.00 a month plus 10.97 cents per kWh (5.05 consumption + 3.76 power cost recovery + 2.16 transmission cost recovery), the rates on BTU's rate sheet; typical use 1,096 kWh a month, EIA's 2024 Texas residential average. Gas: Atmos Mid-Tex Rate R from Oct. 1, 2026, $24.40 a month plus $1.03839 per Ccf and Rider GCR gas cost, converted to therms (1.037 therms per Ccf), typical use 40.7 Ccf (42.2 therms); franchise fee and tax riders are not included. Some homes inside Bryan may get water or gas from other providers.
- Property tax: 2026 rates from the Brazos County Truth in Taxation summary: City of Bryan $0.624000, Brazos County $0.443474 and Bryan ISD $0.966800 per $100 (about 2.0343% in all). The ISD rate includes the $0.6968 maintenance-and-operations rate that depends on the Nov. 3, 2026 voter-approval election (the district's proposed rate without it was $0.9469). The $140,000 school homestead exemption is applied; Bryan has no general city or county homestead exemption. The starting value, $311,402, is the City's average taxable homestead value for FY 2026-27 (no median published); the city has no general homestead exemption, so it is close to the pre-school-exemption value. Special-district taxes (MUDs and similar) in some areas are not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
