How these numbers are made
  • The City of Pflugerville bills water, wastewater and garbage together on one monthly utility statement, so we calculate yours from the city's FY 2026-2027 Master Fee Schedule, adopted with the FY 2027 budget on Sept. 8, 2026 and effective Oct. 1, 2026.
  • Water: $16.10 a month for a 5/8-inch meter plus $12.28 per 1,000 gallons up to 8,000 gallons and $16.77 above. The starting use, 8.53 CCF (about 6,380 gallons) a month, is the average for residential 5/8-inch meters in the city's 2026 water rate study (all billed gallons divided by 177,303 bills). Garbage: $22.37 a month for in-city curbside trash and recycling.
  • Wastewater: homes are billed $42.10 a month plus $11.08 per 1,000 gallons of their winter average (the three lowest months from November to February), so the bill does not change with this month's water use. We use $42.10 plus $11.08 times 4,552 gallons, the average billed volume per residential 5/8-inch bill in the city's 2026 wastewater rate study (818,999,850 gallons over 179,909 bills): $92.54 a month.
  • Property tax: 2026 adopted rates for the City of Pflugerville ($0.5436), Travis County ($0.386210), Pflugerville ISD ($1.1069), Central Health ($0.132863) and Travis County ESD No. 2 ($0.097040) per $100, the five taxing units the city's budget lists for a Pflugerville home (2.266613% in all). Exemptions applied: $140,000 school; 20% (at least $5,000) for Travis County and Central Health. The city has no general homestead exemption (the Williamson County tax office's 2026 table lists only over-65 and disability amounts for it), and we found none for ESD No. 2. Over-65, disabled and veteran exemptions are tips, not applied.
  • Starting value: the city's FY27 median taxable homestead value, $362,705. Because the city has no general homestead exemption, its taxable homestead value is the appraised value before the county, Central Health and school exemptions, so we use it as the value before exemptions. Not included: PID assessments (Meadowlark Preserve, Lakeside Meadows, Martin Tract) and MUD taxes in some neighborhoods, homes in Williamson County, and homes on Manville WSC or Windermere water. Pflugerville ISD territory is not in the Austin Community College taxing district; voters decide on joining it in the November 2026 election.
  • Electricity: Oncor delivers power and you choose a retail plan, so we use EIA's Texas average residential price, 16.06 cents per kWh (year to date through July 2026), with no separate fixed charge, and EIA's 2024 Texas average of 1,096 kWh a month. Gas: Atmos Mid-Tex Rate R for Atmos Texas Municipalities cities from July 1, 2026, $35.64 a month plus $0.78025 per Ccf and Rider GCR gas cost of $0.85017 per Ccf ($0.26375 + $0.58642) from Atmos's Mid-Tex average-bill comparison (actual GCR changes monthly), converted to therms (1.037 therms per Ccf); typical use 40.7 Ccf (42.2 therms) from that example. Some homes get gas from Texas Gas Service instead. Franchise fee and tax riders are not included. Insurance: the 2022 Texas average premium.
