How these numbers are made
- Property tax uses the Kentucky Department of Revenue 2025 rate book (2026 not yet published) for Henderson County: city 47.0 cents, state 10.6, county-wide 32.1 (fiscal court 12.8, library 10.9, health 5.0, extension 3.4) and Henderson County schools 68.2 cents per $100. Starting value is the Census median value of owner-occupied homes, not an assessor figure.
- Water and wastewater: Henderson Water Utility Rate Table A effective 01/01/2026 inside city limits. The $20.00 fixed charge covers water and wastewater together for 1-1/4 inch and smaller meters, so it is entered as $19.99 under water and $0.01 under sewer (the page needs a sewer charge; the sum is the published $20.00). Stormwater fixed charge $10.00.
- Electricity: HMP&L's rates-and-fees page lists the monthly Power Cost Adjustment: Mar 2026 −$0.002848, Apr $0.024929, May $0.025237, Jun $0.012246, Jul $0.017241, Aug $0.024016, Sep $0.004856 per kWh. Their average (about 1.51 cents) is added to the 7.941 cent base rate for 9.45 cents per kWh, with the $17.50 customer charge entered separately. Starting use is EIA 2024 residential sales per customer.
- Gas: the city's delivered cost of gas was not found on its gas ordinance or service-fees pages, so the page estimates it with the $2.60 city rate plus Kentucky's 2025 citygate price of $4.32 per Mcf, at 10.37 therms per Mcf. Therm use is the EIA Kentucky residential average.
- Insurance is the 2022 Kentucky average HO-3 premium (NAIC via Triple-I); no newer NAIC or Triple-I Kentucky figure was found. Premiums have likely risen since.
- Garbage: the city's sanitation page lists the residential fee as $25.00 without a billing period; it is treated as monthly (the city's 2019 rate was $19.50 per month, per The Gleaner). A second cart was not modelled.
- Gas delivered cost of gas is modelled from Kentucky's EIA citygate price. Garbage $25.00 residential fee is modelled as monthly (city page lists commercial fees per month; no explicit residential period).
