How these numbers are made
  • Property tax: 1.193% (119.3 cents per $100) for a home inside Nicholasville: the 2026 state rate (10.3 cents), Jessamine County Schools' fiscal year 2027 rate (66.5 cents, in the Kentucky Department of Education's 2026-27 levies table) and the City of Nicholasville's 2026 rate (18.6 cents, Ordinance 235-2026, enacted August 31, 2026), plus the 2025 rates for the Jessamine County Fiscal Court (11.7), library (10.6), health (3.0) and extension (1.6) districts, because we did not find their 2026 rates. The county fire protection district (10 cents) covers the county except Nicholasville and Wilmore, so it is not included. The county part is billed by the Jessamine County Sheriff and the city part by the City of Nicholasville on a separate bill.
  • The starting value is the Census ACS 2020-2024 median value of owner-occupied homes in Nicholasville, $226,800; your PVA assessment may differ. Kentucky's $49,100 homestead exemption is only for owners 65 and older or totally disabled, so it is listed as a tip, not taken off the typical bill.
  • Water and sewer: NPU inside-city rates effective September 2025 for a 3/4-inch meter: water $6.39 a month plus $5.38 per 1,000 gallons up to 10,000 gallons and $5.22 above; sewer $11.33 plus $8.99 per 1,000 gallons of water used. NPU publishes no typical household use, so the page starts at 9 CCF (about 6,700 gallons). Some homes in and near the city get water from Jessamine County Water District #1 or Jessamine-South Elkhorn Water District instead; they are not modeled. We found no separate stormwater fee on the NPU bill. Trash: Republic Services collects under the Jessamine County and Nicholasville contract, but we found no published price, so trash is not in the total.
  • Electricity: NPU's residential rate, $22.00 a month and $.09354 per kWh. NPU's monthly Power Cost Adjustment is not published as a number, so it is not included and the real bill may be somewhat higher or lower. NPU serves about 6,800 electric customers; other homes in Nicholasville are served by Kentucky Utilities or Blue Grass Energy (NPU compares its bills with both), and their rates differ. Starting use is EIA's 2024 Kentucky residential average, 1,047 kWh a month.
  • Gas: Delta Natural Gas residential rate, $29.95 plus the $0.30 Energy Assistance Program fee, and $12.7480 per Mcf (base rate and gas cost recovery) plus the $0.96008 Pipe Replacement Program charge, converted to therms at 10.37 therms per Mcf; the City's 3% franchise fee is added to both. The gas cost recovery rate changes during the year. Starting use is Kentucky's 2025 residential average from EIA (about 54 therms a month). Utility tax: Jessamine County Schools levies a 3% utility gross receipts license tax (2026-27 levies table), added here to electricity and gas; we did not confirm whether it is added to water and sewer, so it is not added there.
  • Insurance is the 2022 Kentucky statewide average HO-3 premium (NAIC data via Triple-I), about four years old; treat it as a rough starting point and replace it with your own premium. The City of Nicholasville also charges insurance companies a 10% license fee on premiums for policies in the city, which is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
