How these numbers are made
  • Property tax: the 2026 rates for a home inside Richmond, 104.6 cents per $100 in all: state 10.3, Madison County Fiscal Court 6.3, Madison County Schools 61.7 (the rate in the Board of Education's proposed-tax notice; adoption not confirmed), EMS 4.2, health department 4.7, library 4.6, extension 1.8 and the City of Richmond 11.0. The EMS, health, library and extension rates are as presented to the Fiscal Court on September 8, 2026 (Kentucky quotes them in dollars per $100, so 0.042 is 4.2 cents). Kentucky's $49,100 homestead exemption is only for owners 65 and older or totally disabled, so it is listed as a tip, not taken off the typical bill.
  • The starting value is the Census ACS 2020-2024 median value of owner-occupied homes in Richmond, $214,900; your PVA assessment may differ. We found no assessor median.
  • Water: Richmond Utilities inside-city rates (the current schedule on its site), plus the Kentucky River Authority withdrawal fee of $0.238 per 100 cu ft added to each tier (its $0.90 minimum fee is ignored). Sewer (schedule effective July 1, 2023): $28.81 for the first 300 cu. ft., then $8.67 for the next 400 cu. ft. and $7.83 above; modelled as $63.49 for the first 700 cu. ft. (28.81 + 4 x 8.67) plus $7.83 per 100 cu. ft. above that, which matches the schedule at every use (the $7.00 and $6.21 tiers above 57 and 107 CCF are ignored). Richmond Utilities publishes no typical household use, so the page starts at 9 CCF. Houses served by Milford Water District pay a different water rate and are not modeled.
  • Garbage: Rumpke's one-, two- and three-cart prices ($17.50, $21.50, $25.50 a month) come from the bid comparison the City of Richmond published when it chose Rumpke; the city posts no current residential price list, so the real bill may be higher after annual adjustments or a fuel surcharge (a fuel surcharge may also be added).
  • Electricity: KU Rate RS, $0.58 a day and $0.11234 per kWh, with the August 2026 fuel (-$0.00188), DSM ($0.00154) and environmental (-0.11%) adjustments and the $0.30 Home Energy Assistance charge; these change monthly. KU's 2000 franchise with Richmond carried a 3% franchise fee, but the 2020 franchise could not be read, so no franchise fee is included. Part of the county is served by Blue Grass Energy. Gas: Richmond Utilities' own rate, $17.00 for the first 1,000 cu. ft. and $6.90 per MCF after (10.37 therms per MCF). The 3% utility tax is Madison County Schools' (2025-26 state table), added to electricity and gas.
  • Insurance is the 2022 Kentucky statewide average HO-3 premium (NAIC via Triple-I), about four years old; replace it with your own premium.
  • Sewer: calculator uses $7.83 for all usage above 7 CCF; the lower $7.00 and $6.21 tiers start above 57 and 107 CCF, past household use.
  • Nothing here is legal, tax or insurance advice.
